It's simple really, Paracel is an island chain that China and Vietnam want it, and you lost. Both side has their own propaganda, but the reality is, you didn't have it, even prior the S. Vietnam vs China sea battle in '70. Oh, the 9 dash line is a different matter. It is not about Paracel and Spratley.
