An over 14-year-old girl, who was kidnapped on March 23 from Scheme III the area of Police Station (PS) Airport, has alleged in her statement before a Judicial Magistrate that she had been kept in illegal detention and raped by as many as six men.

A case in this regard was registered with PS Airport on March 26, 2013.
The area magistrate of Civil Lines Circle Qaiser Hussain Marl recorded the statement of the victim girl namely Safia Bibi, daughter of Muhammad Maqbool, a poor taxi driver and residing in Dhoke Munshi, under section 164.
In her statement, the girl alleged one Waseem Ahmed and five of his accomplices Heepi, Captain, Jamal, Shafique and Ali of kidnapping her from Street 3-A, Chaklala Scheme III on March 23, 2013, keeping her in illegal detention at various places in the twin cities of Rawalpindi and Islamabad, forced to drink alcohol and raping her for six days.
The court also ordered police to conduct DNA test of Waseem Ahmed, who is in police custody and the victim girl today (Friday). The parents accused the Investigation Officer of the case of making attempts to spoil the evidences of the case in a bid to save the accused. The area police denied the allegations saying the interrogation was being conducted purely on merit basis.
Raja Tariq Kashmiri, the defense council of the case, used abusive language with this scribe besides hurling threats of dire consequences at him in case the report is published in the newspaper. A complaint in this regard has been lodged with PS Saddar Berooni on behalf of Crime and Court Reporter Association Rawalpindi to file a case against the lawyer.
During an interaction with TheNation on Thursday, the victim girl stated that she was going for cleaning work in a house along with his mother on March 23, 2013 in Chaklala Scheme III when a black color corolla car stopped near them. She added that Jamal and Shafique came out and dragged her into back seat of car. “When I resisted, Waseem who was on driving seat also came down and helped his accomplices to push her in. She stated that the three men brought her into a house where two men Heepi and Captain were also present. All of them forced her to drink alcohol and raped her, the girl said adding that later they sold her at the hand of Ali, an Islamabad based pimp, who also raped her. She said that she was recovered on 26 March from a guesthouse located at Gulzar-e-Quaid. She alleged that Waseem was planning to sale her in Karachi.
She and her parents accused Sub Inspector Tahir, the Investigation Officer of the case, of forcing them to settle the dispute with criminals and of destroying the evidences. They said that the five accused were still at large while police was not arresting them.
She appealed Chief Justice of Pakistan to take suo moto notice of the case and provide her with justice.
SHO Malik Rafaqat rebuffed the allegations leveled by the applicants saying the case would be solved on merit. He said that Waseem and another accused were in police custody while a team would bring Waseem and Safia to Lahore for DNA Test today (Friday). However, SI Ahsan Tanveer, head of Scheme III police chowky, differed his boss stance revealing that only Waseem is in police custody while 5 others were still at large. Teams were conducting raids to arrest them, he added.

Planned abduction: 14-year-old rape victim seeks justice

At 11am on March 23, 14-year-old Samia* and her mother Sartaj Bibi* who were returning home from work in Chaklala Scheme III, could not have anticipated what was about to befall them.

From nowhere, three armed men appeared in a car, halted it near them, and bundled Safia inside. “I couldn’t understand what happened as everything took place so quickly,” said Sartaj Bibi while talking to The Express Tribune. She added that she had rushed home to inform her husband about the incident. “He was shocked. We were in a fix over whether to file an FIR. We spent four sleepless nights praying for the safe recovery of our daughter,” she stated.
Meanwhile our neighbour Waqas* came over and suggested we keep quiet. Your daughter has eloped and if the news spreads, it will bring a bad name to the family, said Sartaj Bibi.
Samia, who has been reunited with her family, said the rapists had drugged and intoxicated her before abusing her. “When I refused to take hashish and drink wine they started beating me and threatened to kill me,” she said, showing the injuries on her face. While recalling the rapists’ names — Salman*, Happy, Captain, Jameel*, Amir* and her neighbour Waqas* — Samia burst into tears. She was however confident that she would be able to identify them if they were brought before her.

Samia said Waqas had tried to frighten her, asking her to go with him to Karachi as her parents would kill her if she returned home.
“I suspected Waqas from day one when he visited our home and asked us not to lodge an FIR, promising us he would find her,” Samia’s brother Shabbir*, a taxi driver, said, adding that he had been monitoring his activities since then. “I saw him enter a house alone in his car in Gulzar-e-Quaid. When he was leaving, I spotted a girl in the car with him. I chased him and intercepted his car near Chaklala Scheme III,” Shabbir said. Upon discovering that his sister was in the car, he escorted Waqas to a nearby police post who directed them to the Airport Police Station.
“We took her to Benazir Bhutto Hospital where medical tests confirmed that she had been raped. However, no samples have been collected from Waqas so far,” Shabbir said.
Samia’s lawyer, Raja Muhammad Tariq Khan said the police had registered an FIR four days after she was found and sent her to Darul Aman even though she was underage. “An FIR was registered against only three persons under Section 365-B which is applicable in case of kidnapping for ransom,” Khan said.
When contacted, investigation officer Malik Tahir said the culprits had been charged under Section 164 after their medical tests had come out positive. Tahir rejected allegations from Khan and Samia’s parents, who accused him of taking bribes from the suspects. “I would not side with the rapists when I myself have sisters and daughters,” he said, before adding that Samia had been sent to Darul Aman by the judicial magistrate.
Station House Officer Malik Rafaqat guaranteed that the remaining culprits would be arrested within the next two to three days. DNA tests of Waqas and the victim will be taken on Thursday.
