Pakistan offered a joint investigation immediately after the Mumbai attacks, the GoI wasted months attacking Pakistan and trying to isolate it diplomatically and essentially destroying the bilateral relationship. If there was interest in cooperating then that was the time to have done it.Therefore I say, let India take over. Let India conduct arrests and interrogations. India has full capability to gather evidence which will nail the terrorists.
After all terrorism is a common enemy of both India and Pakistan, is it not?
Given the poor relationship at this point in time, I would be surprised if Pakistan agrees to even a joint investigation if India decides to accept that offer.
As for India taking over the investigation in Pakistan, no. There is nothing to indicate that Indian investigators would be more successful than Pakistani investigators. While terrorism is a common enemy, security officials from a hostile nation cannot be given carte blanche in Pakistan under the guise of 'investigations', the two countries don't even allow tourists from the other to move around freely.
Were India and Pakistan to resolve their disputes, specifically Kashmir, this might be considered.
