Complicit or not, if Afghanistan wants to be treated as a sovereign country, they should stop bickering on who did what and take those refugees back. I dont think its so much Ghani as it is the factions he is having to share power with, in other words Abdullah Abdullah and his Northern Alliance ilk including Karzai.
