Pakistan is weak in its foreign policy towards Germany.Pakistan missed many opportunities.I do not know how long this goes. Our embassies are also very inactive in the foreign countries in this regard.

Submarine discount deals only work with Israel. Others must pay full price.

they sent aid so that it can be used as aid for relief work, they did not send money because they know the it will be misused( corruption, military and etc.)

Actually Germany and especially the people in Germany did way more during the flood than donating these ambulances. From the web site of the German Ministry of Foreign Affairs:

Since the end of July, over 20 million people were affected by the floods in Pakistan, about 12 million have been or are in need of help, over 1800 people died. The federal government has made EUR 35 million bilateral emergency assistance available, including the participation in the aid of the European Union and other multilateral aid funds the German contribution is about 66 million euros. In addition, around 161 million euros private donations from Germany.

The German public is very generous when it comes to support people all around the world during such disasters. All though the help for Pakistan started slowly, because they feared that the donations would end up in the wrong hands (military, corruptions, or even terrorist) and will not reach those who really suffered during the flood, but at the end they again donated an impressive ammount of money and other private donations.
