Luftwaffe targetted RAF bases. It was bomber harris of RAF bomber command who suggested bombing German civilian targets to enrage Luftwaffe and make them commit mistakes. VI and V2 happened much later just like London raids took place as a revenge for the atrocities committed by RAF.
