First public display of HQ-9B was on 30 July 2017 (a military parade at Zhurihe), I will assume it shoud've been inducted into PLA a few years ahead of that, while at that same time production run for 9A had already ceased to exist. If talks on 9P began from 2014 onwards, taking into account lead time needed for PA customization, then 9P received in last few years would be from same production run as 9B.
