Generally speaking, ideally the army chief (for that matter the air chief and naval chief) should meet foreign heads of states and other senior government authorities not just in the presence of Defence Minister but also Joint Chief. Without going into the specificities, on the national affairs level I know some very senior military officials to have followed this protocol for visiting the prime minister. They were almost always accompanied by the Joint Chief.

Some meetings, however, do exclusively take place with military chiefs, not just in Pakistan but across the world. It depends on the nature & participants of the meeting. But I don't think meetings with heads of states & other senior government authorities is one of them. Presence of the Defence Minister would have shown that the army respects the ministry's authority, even if it's only symbolic.

Last but not least, there seems to be another decorum lapse. The Pakistani flag is missing in the meeting (I noticed it only after Talat Hussain pointed it out)

Saudi Defence sector is 200-300 billion worth , if we can develop a market for 2-5 Billion annually , it would be a great win for Pakistan Military

If we do, he's less visible than Nawaz Sharif's Foreign Minister.

to be honest i dint even know khatak was defence minister but i think minister should be there it was not meeting btw head of armed forced but bw armed forces and head ot state.

Protocol of a Civilian Government is that CIVILIAN HEADS should lead such meetings and not UNIFORMED PERSONNEL. So Defense Minister is PRIME in a democratic set up followed by Joints Chief. But in the present scenario, protocol is thrown to the wind for personal whims and trumped up matters related to national security being the ambit of GHQ only. So this photograph albeit having so many wrongs in it for a democratic Government pretty much spells out as to our national weakness as well
