Govt ready with Bill to protect rights, of cows

SONU JAIN Posted: Aug 07, 2003 at 0000 hrs ISTNEW DELHI, AUGUST 6:

Hardening its earlier stand and making it compulsory for all states to implement, the Centre is ready with a Bill prohibiting the sale of beef across the country, slapping jail terms and fines for ‘‘cruelty’’ against cows.
A draft of the new Bill called the Prevention of Cruelty to Cow Bill 2003 will be put to the Cabinet next week and may be introduced this session.

Some of the salient features of the Bill are:

• For killing a cow, imprisonment upto five years or fine• Fine of Rs 5,000 for causing injury to the cow.• A three-month jail term for export of cow and sale of beef.• Complete prohibition on sale of beef.• Establishment of institute by the government for maintenance and care of uneconomical cows.• Restriction on export of cows.

The Government is enacting the Bill under Entry 17 of the Concurrent List, in which a Central legislation prevails over that of states. Earlier, the Government invoked Article 252 which meant that states were free to reject or accept the Central legislation.

In fact, the letter to all the states asking for their approval was ready to be circulated but when Rajnath Singh took charge as Agriculture Minister, he decided to send it to the Union Law Ministry. This, in turn, suggested that the provisions under Entry 17 of the Concurrent list be used. With elections round the corner, the Bill is meant to turn the tables on Madhya Pradesh CM Digvijay Singh who wrote to the Prime Minister asking him to bring central legislation on cow slaughter.

According to him, if the government failed to do so, he would go ahead and bring a state legislation.

Arunachal Pradesh, Kerala, Meghalaya, Mizoram, Nagaland and Tripura are the only states that allow cow slaughter. Under the proposed law, cow-slaughter will be a criminal offence in these states as well.

The backdrop to this Bill is the National Commission for Cattle that was set up in dramatic circumstances two years ago when Kanchi Shankacharya threatened a fast unto death over the plight of country’s cows.

In 1,500 pages, the Commission led by Guman Mal Lodha had made 51 recommendations including amending POTA to include cow smugglers and prohibition of ‘‘slaughter of cows and its progeny’’ be made a fundamental right.

It had also recommended that the Constitution be amended to empower Parliament to make laws for prohibition of slaughter of cow and its progeny. It asked for cow slaughter to be made a non-bailable and cognizable offence with a minimum three year jail term and maximum 10 years rigourous imprisonment and a fine.

Although the Bill does not say so, it is clear that it takes inspirations from the recommendations of the Commission.

About 20 people attacked the two Muslim youths, beating them with sticks, after they were accused of plotting to steal cows
A mob in India beat to death two Muslims who were accused of trying to steal cows for slaughter, police said on Monday, the latest incident in a surge of violence blamed on hardline Hindu groups.

Some Hindu groups are demanding a ban on the slaughter of cows, which many Hindus regard as sacred.

Activists have been making their demands more vociferously since Prime Minister Narendra Modi, of the Hindu-nationalist Bharatiya Janata Party, came to power in 2014.

Police said the latest attack happened on Sunday in a village in the northeastern state of Assam.

About 20 people attacked the two Muslim youths, beating them with sticks, after they were accused of plotting to steal cows.

“When the first police team reached the spot we found the two youths in critical condition after being severely beaten,” district police chief Debaraj Upadhay told Reuters by telephone.

Some television pictures showed the two victims with their hands tied.

The parents of one of the youths had lodged a complaint and police were investigating. No arrests had been made, Upadhay said.

Cow born with a human-like head is worshiped by Indian villagers who claim it resembles a GOD
A shocking video has emerged showing a cow born with human-like features in an animal shelter in India.

The calf was born with the eyes, nose and ears that resemble that of a human, while the lower part of its body had features of a cow.

However, the cow died within an hour of its birth yesterday, in Muzaffarnagar, Uttar Pradesh, northern India.

Cow born in India with human-like head is worshipped by locals

Workers at an Indian animal shelter believe this deformed newborn calf is possibly a God

Hundreds of locals came to venerate the dead calf who died in Uttar Pradesh, northern India

But as soon as the news spread, locals from nearby villages gathered to seek its blessing, believing it to be an avatar of Lord Vishnu, a Hindu God.

The video shows people offering flower garlands and bowing before the dead calf, which has been kept inside a glass box since it died.

Locals believe the calf is the 'Gokaran' - 24 incarnations of Lord Vishnu and plans are now afoot to build a temple for him.

Mahesh Kathuria, 50, a local businessman who came to see the calf, said: 'God has taken birth from the body of a local cow. We came here to seek his blessings. Religiously, it is an avatar of Vishnu. We believe it's a similar character mentioned in Bhagavata Puran, a Hindu religious text.'

Raja Bhaiya Mishra, 55, the manager of the cow shelter, said: 'It's a miracle that the calf was born in this shelter. Thousands of people have been here to see it. We will be cremating him in three days and a temple will be built for him. This avatar has most definitely created a devotion feeling amongst the people.'

The animal's mother was taken to a cow shelter after being rescued from a butcher. For many Hindus cows must not be eaten although they can be used in agriculture or for dairy products

Hundreds of people from surrounding villages came to pray after coming to see the dead calf

He added that the mother was rescued from a butcher and was brought to the shelter six months ago before she fell pregnant.

However, animal health experts have a different view on its birth and rubbishes any superstitions surrounding it.

Dr Ajay Deshmukh, senior veterinary doctor, at Wildlife SOS, in India, said: 'This is a case of an anatomical anomaly. If a gene didn't develop properly or there was a fault, it causes multiple structural deformities, and such anomalies happen. It has got only scientific reasons and explanations, there's no superstitions here.'

I didn't know God could take up so many forms in India. So i assume Indian God is a mortal super natural being as well as that alien looking thing actually died within an hour after its birth.

Another explanation could be the practice of bestiality. It's actually a common thing over in the USA http://www.phoenixnewtimes.com/news/10-grossest-bestiality-cases-in-arizona-6639861

Someone fcuked the cow isn't it :woot: -

These goons don't mind killing human but fight with every other religion to secure their 'Gau Raksha'.These hypocrite are the reason Hindus are being known around the world as cow worshiper instead of God worshiper.

They are so much the cow worshipers that they love to drink cow urine to keep the diseases away. What a superstitious group of people these Indian Hindus are!!
