Vajpayee govt started modern road building with the golden quadrilateral project. The effects of that also boosted growth figures during UPA 1.

Before that Congress was in power for 50 years and mainly built potholes edged with Tarmac.

Every country has different standard of statistics.
The definition of road is also different.
Most unpaved road or small lanes are not included in China's standards of roads.
We have a very strict guideline to classify expressways and class-1/2/3/4 highways.
Even the definition of expressways are different in different countries.
In China, expressways are totally control-accessed, but in India, most of their expressways are actually our class-1/2/3/4 highways, not really the standard expressways we usually refer to, which originated from Germany.
So, it's really meaningless to compare those numbers.

According to these criteria, this is not a "legit" village road, because it is neither "important in connecting two adjacent villages" nor "at least meet the standard of a class-4 highway".

This road is a "legit" village road, because it both meets the standard of a class-4 highway and plays an important role in connecting adjacent villages. Thus, this "legit" village road is given a number, marked every 1 km along the road.
(If u can't see this kind of mark along the road, it must be not a "legit" road)

The final case is a little bit complicated.
It is a "legit" road.
It is "important in connecting two adjacent villages", in fact the only road to the village down there.
Though, it does not meet the lowest standard of highways(class-4).
Still, it is maintained as a "legit" road", thus, you can see a lot of road signs in this photo.
These road signs show, who is responsible for maintenance, who is responsible for supervision, what kind of cars are allowed, how to report road damage, etc.
