But it really ought to be the job of the government. I think making it means tested might be easier for government to implement, the budgets are tight and not much fiscal space is there. So it might be a lot easier to have free school meals be managed at the school level where parents may apply if they fit the level of income required and then the schools apply for free meals funding equivalent to the number of kids in their school that use the service. Given the current system in Pakistan, something like this might be first implemented on a provincial level.
There are definitely other ways but this is the model that exists in the UK and is easiest to implement.
