Prime Minister Narendra Modi Saturday promised to extend the free ration (food grains under the public distribution system) scheme for “80 crore poor people of the country” for five years beyond December, and said that “fulfilling the people’s dreams is Modi’s resolve.” He was speaking at Ratlam in Madhya Pradesh.

“Under the Pradhan Mantri Garib Kalyan Anna Yojana, free ration has been provided to the poor in the country over the past three years. Even though the one-month free ration scheme is coming to an end, Modi’s commitment is to extend it for the next five years. For the next five years, the stoves of 80 crore people in my country will keep burning. This is Modi’s guarantee,” he said.

He made the same announcement while addressing a rally for Chhattisgarh elections in Durg.

Centre to extend free ration scheme for over 80 crore people for next five years: PM Modi​

BJP-led Centre to extend free ration scheme for 80 crore poor for next five years. PM Narendra Modi made the announcement at a rally in Chhattisgarh. According to government officials, this move will incur an expenditure of approximately Rs 2 lakh crore.

Presently, beneficiaries of the NFSA Act pay a nominal fee of Rs 1-3 per kilogram for food grain. As per the Act, 5 kilograms of foodgrain is allocated per person each month for priority households, and 35 kilograms per family each month for Antodaya Anna Yojna (AAY) families, with highly subsidised prices of Re 1, Rs 2, and Rs 3 per kilogram for coarse cereals, wheat, and rice, respectively. However, in 2023, the government will offer complimentary rations to the scheme's beneficiaries. This decision comes just before the conclusion of the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) on December 31, 2022.

PMGKAY was introduced during the Covid pandemic in 2020, under which the government supplied 5 kilograms of food grain free of charge to individuals within the NFSA quota.

The Centre has now amalgamated the PMGKAY scheme with the NFSA.

Government officials have described this recent Cabinet decision as a "New Year gift for the nation's underprivileged," stating that over 81.35 crore people will now receive complimentary foodgrains under the NFSA.

The beneficiaries will not be required to make any payment to obtain food grains, they have added.

The Centre introduced the NFSA in July 2013, bestowing a legal entitlement upon 67% of the population (75% in rural areas and 50% in urban areas) to receive substantially subsidised food grain.

The coverage under this Act is founded on the population figures from the 2011 Census. The NFSA is presently in operation in all 36 states and Union Territories, covering roughly 81.35 crore individuals.

Recently, the Minister of Food, Piyush Goyal, informed the parliament that under the PMGKAY, the government has allocated an aggregate of nearly 1,118 lakh tonnes of foodgrains to the states and Union Territories (total allocation from Phase I to Phase VII).

The overall sanctioned budget for food subsidies and central assistance for all phases, from I to VII, amounts to about Rs 3.91 lakh crore, he mentioned.

The Government of India’s ambitious Pradhan Mantri Awas Yojana — Urban (PMAY-U) ‘Housing for All’ Mission started in June 2015 to provide pucca houses to all eligible urban beneficiaries, will end in December next year. But the mission may still be incomplete because the gap between needs, demand and supply prevails. In fact, the Government of India’s Standing Committee on Housing and Urban Affairs in its report submitted to Parliament has highlighted the need to extend the existing scheme with modification or launch a new scheme to fulfil the mission.

The Ministry of Housing and Urban Affairs, which is implementing the PMAY-U ‘Housing for All’ Mission initially intended to address a total housing shortage of two crore. However, as per the government data, overall 1.19 crore houses have been sanctioned as of 23 August 2023.

Initially, it was proposed that 1.8 crore slum households and 20 lakh non-slum poor would be covered under the Mission. However, the actual validated demand for housing under PMAY(U) stands at about 1.12 crore (112.24 lakh). The housing shortage was based on estimates, while PMAY-U adopted a demand-driven approach by allowing States and Union Territories to assess housing needs in four vertical areas of PMAY(U).

Demand and Supply​

According to the 2001 Census, there were 286.1 million people living in urban India. That climbed steeply to 377.1 million in the 2011 Census — a growth of 2.76 per cent annually. Infrastructure challenges in terms of affordable housing remain a challenge with more than 31 per cent of the total population living in urban areas.

The housing shortage estimated by Technical Group (TG)-12 was 1.88 crore over the period 2012-17 while at the slum decadal growth rate of 34 per cent, the slum households were projected to go up to 18 million.

As per the 69th Round Report of NSSO (2012), there were 33,510 slums (notified- 13,761 and non-notified- 19,749) in the country which were having 88,09,007 households.

As per Census 2011 data, the total number of slum households stand at 139.20 lakh and the migrant population at 44.66 lakh. Taken together, the housing need for all States and UTs as per 2011 Census data stands at 183.86 lakh. However, only some States — Andhra Pradesh, Bihar, Gujarat, Jharkhand, Kerala, Assam, Manipur, Tripura Andaman and Nicobar island (UT) have demand assessed more than the total number of slums and a number of migrants taken together.

The projected demand by other States is lower than the sum of slum household and migrant population data of 2011 Census. Hence, the demand generated by various States and UTs which was later validated by the Ministry of Housing and Urban Affairs remains short of the actual housing shortage. However, the Ministry relied on States and urban local bodies to assess the actual demand in their jurisdiction without imposing any ceiling.

New scheme?​

The Standing Committee has recommended that the Ministry conduct an impact assessment study of the scheme to find out the ground realities. The Committee has also asked the Ministry to explore the feasibility of either extending the existing scheme with modifications based on an impact assessment study or formulating another such scheme to benefit the urban poor at large to achieve the objective of “Housing for All”.

Popularity of beneficiary-led construction​

The scheme is implemented through four verticals — Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS) based on eligibility criteria as per scheme guidelines.

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to construct 2.95 crore pucca houses with basic amenities. The initial timeline for PMAY-G was 2022, which has now been extended to March, 2024. People are saying that this money belongs to speculators and gamblers, which they have accumulated by robbing the poor and youth of Chhattisgarh. It is coming in the media that the strings of this money are going to Chhattisgarh. The government and the Chief Minister should tell the people of Chhattisgarh what their relations are with the accused of this scam sitting in Dubai. After all, why is the Chief Minister upset after this money is seized?

Let us tell you that under the National Food Security Act, the Central Government provides free ration to 80 crore people of the country. In December 2022, this scheme was extended for one year. This scheme causes an additional burden of Rs 2 lakh crore annually on the Central Government. The poor do not have to pay even a single rupee for ration.

After the cabinet meeting last year, Union Food and Public Distribution Minister Piyush Goyal had said that under the National Food Security Act, the government provides rice, wheat and coarse grains at the rate of Rs 3,2,1 per kg respectively.

The government has decided that it will be available completely free of cost till December 2023.

Earlier in September 2022, the government had extended the deadline of this scheme for three months till December 31. This scheme was brought to provide relief to poor people during the time of Covid. In 28 months, the government had spent Rs 1.80 lakh crore on free ration to the poor.

Pradhan Mantri Garib Kalyan Yojana was implemented in March 2020 during the Covid crisis.

New Delhi: Over three crore houses have been constructed so far under the Pradhan Mantri Awas Yojna (rural and urban), officials said on Thursday, a day before Prime Minister Narendra Modi hands over 19,000 houses built under the programme to beneficiaries in Gujarat. They noted that Modi has made it a point to be part of the "griha pravesh" of these houses for the poor under the scheme, asserting that there is a lot of emphasis on timely completion and handover of such projects.

Prime Minister Narendra Modi Saturday promised to extend the free ration (food grains under the public distribution system) scheme for “80 crore poor people of the country” for five years beyond December, and said that “fulfilling the people’s dreams is Modi’s resolve.” He was speaking at Ratlam in Madhya Pradesh.

“Under the Pradhan Mantri Garib Kalyan Anna Yojana, free ration has been provided to the poor in the country over the past three years. Even though the one-month free ration scheme is coming to an end, Modi’s commitment is to extend it for the next five years. For the next five years, the stoves of 80 crore people in my country will keep burning. This is Modi’s guarantee,” he said.

He made the same announcement while addressing a rally for Chhattisgarh elections in Durg.

“The BJP government has made such arrangements that no matter where you go in the country, you will continue to get free ration. Modi has given you the facility of ‘One Nation One Ration Card’,” he said.

Centre to extend free ration scheme for over 80 crore people for next five years: PM Modi​

BJP-led Centre to extend free ration scheme for 80 crore poor for next five years. PM Narendra Modi made the announcement at a rally in Chhattisgarh. According to government officials, this move will incur an expenditure of approximately Rs 2 lakh crore.

Presently, beneficiaries of the NFSA Act pay a nominal fee of Rs 1-3 per kilogram for food grain. As per the Act, 5 kilograms of foodgrain is allocated per person each month for priority households, and 35 kilograms per family each month for Antodaya Anna Yojna (AAY) families, with highly subsidised prices of Re 1, Rs 2, and Rs 3 per kilogram for coarse cereals, wheat, and rice, respectively. However, in 2023, the government will offer complimentary rations to the scheme's beneficiaries. This decision comes just before the conclusion of the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) on December 31, 2022.

PMGKAY was introduced during the Covid pandemic in 2020, under which the government supplied 5 kilograms of food grain free of charge to individuals within the NFSA quota.

The Centre has now amalgamated the PMGKAY scheme with the NFSA.

Government officials have described this recent Cabinet decision as a "New Year gift for the nation's underprivileged," stating that over 81.35 crore people will now receive complimentary foodgrains under the NFSA.

The beneficiaries will not be required to make any payment to obtain food grains, they have added.

The Centre introduced the NFSA in July 2013, bestowing a legal entitlement upon 67% of the population (75% in rural areas and 50% in urban areas) to receive substantially subsidised food grain.

The coverage under this Act is founded on the population figures from the 2011 Census. The NFSA is presently in operation in all 36 states and Union Territories, covering roughly 81.35 crore individuals.

Recently, the Minister of Food, Piyush Goyal, informed the parliament that under the PMGKAY, the government has allocated an aggregate of nearly 1,118 lakh tonnes of foodgrains to the states and Union Territories (total allocation from Phase I to Phase VII).

The overall sanctioned budget for food subsidies and central assistance for all phases, from I to VII, amounts to about Rs 3.91 lakh crore, he mentioned.
