France Wants Rafale Fighter Price For India Same As That Of Egypt, Qatar

i dont know the final price negotiations but i can quote from my own sources following

1. The deal of flyaway part is 36+18 jets
2. The offset clause exists, so is the integration of indian missiles and 2 bases of operations
3. The offsets clause is being used in the set up of private 3 rd line in India. (1st line in Merignac and 2nd line also coming up there itself for boosting the productivity per month in phases)
4. Dassault initially offered India to have falcon jet parts production and certain assembling of sub systems as part of offset which was not agreed and rather a package in line with main product rafale requested.
5. The make in India component is 90 birds with a pvt player
6. The follow on flyaway order will be again 30+15 in the second tranche of order after 36+18 execution. This 2 phased fly away order is in line with sustaining the production at france and investment in return for the line in India. This also evens up the cost further.
7. Post initial base of operations at 2 it will be further expanded to 4 places where major MRO related activities would take place and will be a proper setup by Dassault
8. The birds will finally be placed in 4 of these bases and 6 more with 2 active squadrons expected in East, 2 in West, 2 in south, 2 in north and 2 in central india.
9 The price quoted includes a much detailed comprehensive package for 40years. Its break up is as per the contents given in the figure below

10. The tech sharing by France includes already informing of its subcontractors about the upsclaing of orders as well as transferring some work for the assembly line in India where kit based assembly will take place. The supplier sare informally informed in advance in order to get ready as certain sub systems lead time is in excess of 1 year and due to limited productivity (at present) the smaller but critical partners have not upscaled.
11. The second part of tech sharing includes certain technical know how and knowledge sharing from their unmanned project into India's UAV project. It includes some vital data from Neuron project. Teh details are not even discussed among the officials clearly and is kept at much higher level of secrecy.
12. The final price of rafale would be 3 prong - 1st tranche flyaway 36+18, 2nd tranche 90 make in india , 3rd tranche 30+15. Again India has been trying to negotiate if the 3rd tranche can be made in India but due to cost considerations as well as quicker induction, the logic is to go with fly away mode

The sources are based on discussions with many people including one of the person who had submitted a proposal to make a a medium combat aircraft by directly procuring the systems and sub systems form the market based on a proven design. His proposal is pending for last 2 years with MOD as they have replied that at present they are negotiating with Dassault and may look at it as back up. By the way he had quoted a total of 4 years for rollout out first test production bird in that proposal and has an interesting concept . Many ppl may know him as he is active in some other forums too..

Second source is a french gentleman who had been in close association with Dassault for a long time and he had hinted and explained a lot of things in another forum. Our own Halloweene provided us the inside scoop of neuron tech sharing to Indian UAV project as packaged deal

Another source has been a September 07 artcle on idrw a republication of arming india/telegraph where negotiations for 36+18 was clearly mentioned and a prospective bigger order for for MII.

Lastly if you see any logic, the offset and base of operations of 2 in numbers wont make any sense unless you see the whole picture and connect the dot.

If people are still wanting to know the price, the whole package with overall orders will be much much cheaper than Egypt and Qatar. And also the final package will be one of its kind in the world.

Like it or not two people - One PM NaMo and another FM Arun Jaitley is in the loop for this whole thing. And it may take time but the end you will see a good handsome result.

oh btw something good is cooking in PAKFA too.. interesting times ahead as we may see something really smart but outrageous as per many ..

if SH was say offered 10 15years back with a comprehensive package perhaps yes.. but its 10 15years late.. it wud have won straight face if it pitted against mirage 2K.. The oiginal MMRCA choice. Unfortunately, USA india relations is more on show less in trust. Even today we still dont see that breakthrough as we may have with say Israel or even what USA israel shares.. it will take time fro India to consider US jets for main roles as trust takes time to develop

Thanks, yes the IAF doctrine does not limit India to the Rafale. Escorts are a thing of the past, besides the Rafale does not need Su support.
 
India should focus on the LCA, and MKI.

The Rafale is a massive watse of time at this point. The IAF needs high numbers fast. Dssault cannot provide either the numbers or the speed. It would take years to induct these overpriced planes.

India is better off builing more Sukhois. If ground attack is so important, then it can pay Russia for the rights to build Su 34s.
 
Negotiations between India and France on the purchase of 36 Dassault Rafale aircraft could drag on till this year end due to differences over price among other issues.

France wants the Rafale fighters for India to be priced at the same level as what has been contracted with Egypt and Qatar, French media reported earlier this week. India and France started a negotiating for a new deal for 36 fighters in May this year after abandoning negotiations for 126 fighters which had dragged on three years.

While the price asked by France this time around, reported to be US$8 billion, is more in terms of unit price than under the previous deal, the French side is insisting that it cannot sell at a price below what has been sold to Egypt and Qatar. France is in the running for other sales of the Rafale, notably with the UAE and Malaysia and wishes to maintain its price level in these markets.

“Had India closed the deal for 126 fighters, it would have got a very good price,” said a French source on condition of anonymity. In three years, the price of the Rafale has gone up for all customers including the French Air Force and the Indian order is cut by three fourths.

The Egypt and Qatar orders are together worth more than the Indian order and potential new orders could further push the Indian deal lower in priority. Naturally India would have to pay more, he added.

An Indian news agency report said today that the negotiations could take a month more and that the two sides are working at a hectic pace with every effort being made to wrap up the talks fast.

What about the technology transfer, help in building Teja? Help in building nuclear bomb? re-investing the same money back in india etc etc. clauses?.

Next time, when India has another big tender they will remember this cancellation and would not trust Indian intention as India would lost lots of credibility.

If Egypt is getting anything you listed, India will get also. If not, India will not get them as well. All these talk of TOT and offset clauses are rediculous when India cut the order from 108 to 36.
