France to Sell Two Mistral Warships to Egypt

PARIS—Egypt will buy two warships that France originally built for Russia but refused to deliver because of Moscow’s role in the conflict in Ukraine, French President François Hollande said on Wednesday.

Mr. Hollande and Egyptian President Abdel Fattah Al Sisi spoke by phone and agreed on the “principle and modalities” for Egypt to purchase the two Mistral class ships, Mr. Hollande’s office said.

The vessels would add powerful capabilities to Egypt’s military arsenal, as Mr. Sisi battles Islamist militant threats to his government in places like the Sinai Peninsula and from across Egypt’s western border in Libya.

The details of the deal weren’t announced. Russia had agreed to pay France €1.2 billion ($1.34 billion) for the two boats—before Mr. Hollande suspended the contract last yearbecause of Moscow’s role in supporting pro-Russian rebels in Ukraine. France and Russia agreed to cancel the contract last month.

The deal is a further sign that Egypt and other Arab governments have been moving to reduce their dependence on the U.S. as a military supplier. France has been eager to step in. Earlier this year, Egypt bought 24 Rafale fighter jets, made by France’s Dassault AviationSA, for around €5 billion.

Qatar agreed to buy 24 Rafale jets in April; France announced plans in June to sell $12 billion worth of civilian and military equipment to Saudi Arabia.

Those military upgrades have gained new urgency after Iran’s nuclear deal with world powers, heralding the end of sweeping sanctions on the country. Arab countries fear the deal will enrich and embolden Tehran, their regional rival.

The Mistral ships would be one of the most sophisticated pieces of equipment in the arsenal of a Middle Eastern military. The ships can carry helicopters, tanks and hundreds of troops, using a sophisticated command-and-control system to guide them in amphibious assaults.

After Moscow annexed the Black Sea territory of Crimea and began backing separatist rebels in eastern Ukraine, Mr. Hollande came under increasing pressure to cancel the contract. France’s Western allies feared the ships would give Russia new powers to carry out military operations in coastal areas.

Paying for the ships could be a challenge for Cairo. Egyptian officials didn’t immediately respond to a request for comment. French officials have said Egypt could seek external financing from its Arab neighbors to help with the purchases. The ships may also need to be reoutfitted, since France originally built them to the Russian military’s specifications.

For France, selling the ships to Egypt will help offset the cost of canceling the sale to Russia. The deal could also revive the port of Saint-Nazaire’s hopes of becoming a major military ship builder, which suffered a blow when the Russian sale was canceled.

The city, which once built some of France’s biggest ships, now relies on cruise-ship contracts for economic survival.

--Egypt has a fairly long shoreline they need an amphibious assault capability...

--Despite extreme modernization by the Gulf Arabs, Egyptian military is still considered like the "regional superpower" for Arabs, Egyptian military is first line of defense for Arabs, Egypt needs to maintain a strong military presence in the Mediterranean.

I believe this purchase is related to the huge oil and gas find offshore. Knowing the French, part of the deal will include some sort of exclusive arrangement to develop some of the Egyptian offshore oil fields, even though I THINK Italian already secured rights over it

@Frogman - what kind of helos will Egypt buy for these ships?

Speculation as of right now is the Ka-52 naval version beyond that there's not much information. Although the EN is pursuing the NH-90 for its Gowinds and FREMM so maybe that order may be enlarged significantly.

Why would you need to spend obscene amounts of money on gaining amphibious capability to reach your own shorelines? This is simply conspicuous consumption.
100%. It was just three years ago, when they had virtually no funds. Suddenly they are making so many purchases. It is a travesty - instead of spending money wisely on infrastructure, health, education, jobs this is way beyond what was required. Such equipment is needed for projection of power on behest of the GCC/Saudis.
GCC/Saudis must be bankrolling it.

Russian Helicopters is prepared to supply $1 billion worth of equipment and aircraft for Egypt’s Mistral helicopter carriers. The two warships had initially been built by France for the Russian Navy.
Kremlin’s Chief of Staff Sergey Ivanov has suggested the possible deal.

"Egypt plans to buy Mistrals from France, and Russia would be…a sub-contractor that will provide these Mistrals with the necessary equipment. Without this hardware the Mistral, excuse me, is just a tin can”, Ivanov said. He added that the deal would include helicopters, which together with other equipment amounts to more than $1 billion.

"Egypt is a long-time strategic partner for us, and if the customer is interested, Russian Helicopters will be ready to supply Mistrals with all the necessary helicopter equipment," the state corporation’s press service told RIA Novosti.

The Russian firm is ready to sell Egypt its Ka-52K helicopters, the naval version of the Ka-52 Alligator combat helicopter. This model was initially developed for the Mistrals ordered by Russia from France in 2011. In September, Egypt bought 50 Ka-52’s from Russia.

Originally, the two warships were built by France for the Russian Navy. The $1.3 billion Mistral deal between Moscow and Paris was signed in 2011. Under the agreement, the two helicopter carriers were to be delivered in 2014 and 2015.
The French government decided to cancel the deal following Crimea’s reunification with Russia and the outbreak of the conflict in Eastern Ukraine.

In September, France announced it was selling the Mistrals to Egypt for a reported €950 million. The vessels are expected to be delivered in March next year.
