The fourth meeting of leaders of China and Central and Eastern European (CEE) countries will be held in East China's city of Suzhou, Jiangsu Province, from Tuesday to Wednesday, providing a valuable opportunity for the nations to plan their cooperation.

Chinese Premier Li Keqiang and leaders from 16 CEE countries will attend the meeting, and about 1,000 Chinese and CEE business leaders will participate in a trade and investment forum.

Chinese Vice Foreign Minister Wang Chao said this China-CEE leaders' meeting, the first to be held in China, will be "an important occasion to inherit the past and usher in the future."

Established as an annual event in Warsaw in 2012 and subsequently held in Bucharest and Belgrade, the new platform has greatly increased the scope of cooperation between these nations.

Chinese Foreign Minister Wang Yi said that after the first three meetings things have improved for the "16+1" and that member nations have a much more established working relationship.

When it comes to the next step, Wang Yi said the most important thing is to take advantage of the 16 countries' respective advantages and promote partnerships among them, notably in major projects such as the Hungary-Serbia high-speed railway.

With the theme of this year's meeting "New Beginning, New Fields, New Vision," Wang Chao said that as host country, China hopes to make the meeting "a new milestone in the development of China-CEE cooperation."

The meeting will hear proposals on new measures in connecting infrastructure, investment, trade, finance, agriculture and person-to-person exchanges.

As a new mode of sub-regional cooperation pioneered by China, the "16+1" has been gaining increasing attention from the international community, Wang Yi said.

At the meeting, Bulgarian Prime Minister Boyko Borisov said the mechanism provides a powerful supplement to China-Europe relations.

Also at the meeting, former Macedonian ambassador to China Risto Nikovski said Macedonia should try to maximize cooperation with China, "the world's economic miracle."

The trade volume between China and CEE countries was $43.9 billion in 2010, increasing to $60.2 billion in 2014.

"Trade has grown rapidly, and there is potential for it to grow more," said Zhou Hong, a scholar with the Chinese Academy of Social Sciences.

China and the CEE countries complement each other in terms of their economic development, meaning they have a strong desire to cooperate, according to Wang Chao.

The "16+1" serves as a platform for CEE countries to vitalize their economies, organize international industrial cooperation and build infrastructure to help realize their development plans, Zhou said.

During Wang Yi's visit to the Czech Republic, Poland and Bulgaria last month, leaders of the three countries all expressed keenness to support and join in construction of the "One Belt, One Road" initiative, which is set to add richer connotations to the fourth meeting.

China and CEE countries will be more closely linked by this regional trade and infrastructure network proposed by China, creating potential for deeper cooperation, noted Vice Commerce Minister Gao Yan.

Wang Yi said China was not just interested in partnerships with the old European powerhouses of the UK, France and Germany, but also with governments across the continent. "China's diplomacy toward Europe is all-dimensional and open to all European countries."

China enjoys broad cooperation prospects with Central and Eastern European (CEE) countries and should accelerate win-win cooperation, leaders from the two parties said Tuesday.

Trade between China and the 16 CEE countries exceeded 60 billion U.S. dollars last year amid sluggish global economic growth with impressive growth in the past five years, indicating tremendous trade and investment potential, Li said while addressing the opening ceremony of the fifth economic and trade forum between China and CEE countries.

Stressing CEE countries could be centers of strength amid the economic slow-down in Europe, Austrian Prime Minister Orban Viktor called on China and Central and Eastern European countries to further develop potential and expand cooperation in new areas.

Li called for the acceleration of connectivity projects to link regional transportation and Internet infrastructure development with the China-proposed Belt and Road Initiative.

China is willing to invest in the construction and upgrade of infrastructure in port areas of the Baltic Sea, the Adriatic Sea and the Black Sea to boost cooperation and connectivity.

Polish President Andrzej Duda told the forum that the ambitious Belt and Road Initiative will bring benefits both to China and Central and Eastern European countries.

Infrastructure construction will offer more cooperation opportunities between Poland and China, as Central and Eastern European countries are the only way traveling from China to Europe, Duda said, adding that Poland, as Eurasia's logistics center, is vital in promoting Sino-European trade.

The two parties will speed up development of a railway running through Belgrade and Budapest to connect China, Hungary and Serbia, with the flagship project potentially starting soon.

Meanwhile, China will support CEE countries in their industrial upgrade with its advanced capacity in automobiles, steel, machinery and other sectors, Li said.

Trade in the agricultural sector will be another key cooperation field and China will support the import of quality produce from CEE countries through activities such as expositions, according to Li.

To facilitate bilateral investment, China is considering a 3-billion-U.S. dollar investment fund and proposed to establish a "16+1" multilateral financial firm to expand financing channels and reduce financing cost.

Li called for more support and involvement of small and medium-sized enterprises (SMEs) in bilateral investment and trade to draw their wisdom and proposed setting up an innovation platform to serve bilateral cooperation of SMEs.

Li reassured the leaders that the Chinese economy is resilient with huge market potential and will maintain sustainable growth with ongoing structural reforms.

"China is expected to avoid the middle income trap by 2020 with an average annual GDP growth above 6.5 percent in the next five years and will contribute to global economic recovery and world peace," Li said.

China will import goods worth over 10 trillion U.S. dollars and may invest more than one trillion U.S. dollars overseas in the next five years, offering abundant growth opportunities to other countries.

Hailing China as "a long-term friend," Viktor said cooperation between Central and Eastern European countries is based on mutual respect and mutual benefit.

Austria has received 3.5 billion U.S. dollars of investment from China, said Viktor, adding that the investment is not imposed on Austria by China through its economic power, but mutual benefit instead.

SUZHOU – The summit of China and 16 Central and Eastern European Countries (CEECs) started in the Chinese city of Suzhou on Tuesday, with Serbian Prime Minister Aleksandar Vucic in attendance.

“The summit is a major chance for Serbia. We are honored as a country. I have got the opportunity to speak before Chinese President Xi Jinping and Prime Minister Li Keqiang, presenting Serbia, and this illustrates Serbia’s, I cannot say privileged, but very good position in China,” Vucic told RTS.

Vucic said that Serbia would sign the biggest number of agreements in the summit, in the fields of energy, road and rail infrastructure, agriculture and tourism.

“We want to improve our cooperation in all fields,” the Serbian prime minister underscored.
 
Serbian cooperation with China is getting better and better in recent years. Chinese company already built one of the Serbia largest bridges, The Pupin bridge. Chinese companies are also working on revitalization projects on Serbia thermal power plants and building a new units in them.

Vucic with Huawei execs, to meet with China's president, PM

Serbian Prime Minister Aleksandar Vucic on Thursday began the last day of his visit to China with a meeting with Huawei executives.

He is also scheduled to meet with Chinese President Xi Jinping and Prime Minister Li Keqiang.

Vucic also spoke with Serbian students participating in the Seed for the Future program, discussing "the progress achieved in the program, agreed during Prime Minister Li Keqiang's visit to Serbia," Tanjug said.

Vucic thanked the Huawei executives for the opportunity for Serbian students to take part in the program, which he said is very significant for Serbia, expressing hope that there will be even more room for the company on the Serbian market.

A senior Huawei executive said that the company is prepared for bigger investments in Serbia, where it is cooperating with Telekom and EPS.

Chinese president accepts invitation to visit Serbia

Chinese President Xi Jinping on Thursday accepted the invitation of Serbian Prime Minister Aleksandar Vucic to visit Serbia.

MoU signed with China's HBIS Group

A memorandum of understanding (MoU) was signed in Beijing on Thursday between the Serbian government and China's Hebei Iron and Steel (HBIS) Group which is interested in the acquisition of Serbia's sole steel mill Zelezara Smederevo.

Prime ministers of Serbia and China Aleksandar Vucic and Li Keqiang, attended the signing.

Vucic told reporters on Wednesday that HBIS Group, which is the world's second largest steel producer amid falling steel prices, was interested in Zelezara, describing this as a good solution.

He said that the signing of the document was of vital importance for the acquisition of Zelezara, so “we hope we would manage to successfully complete negotiations”.

“This is of key strategic importance for the future and development of Serbia,” the prime minister said.

Vucic confers with Li

Construction of highways and a rail line from Belgrade to Budapest, development of industrial parks and the arrival of the Chinese company HBIS in the Smederevo steel mill are the three most important things for Serbia-China relations, Serbian Prime Minister Aleksandar Vucic said at a meeting with Chinese Prime Minister Li Keqiang.

It is exceptionally significant that the construction of the rail line start by the end of the year, noted Li and announced that China will donate around EUR 4.4 million for the project.

Vucic, who on Thursday began a bilateral visit to China, said that the rail line is the most significant project for the entire region.

"An acquisition of the Smederevo steel mill would contribute to a re-industrialization of Serbia, making China our most important strategic partner," Vucic noted, a government statement said.

BEIJING, Nov. 26 (Xinhua) -- Chinese Premier Li Keqiang held talks with his Serbian counterpart Aleksandar Vucic in Beijing on Thursday, vowing to further promote their bilateral strategic partnership.

Vucic is paying an official visit to China after attending the fourth summit of China and Central and Eastern European (CEE) countries held in east China's Suzhou city on Tuesday.

Speaking highly of the traditional friendship between China and Serbia, Li said China is willing to improve bilateral ties from a strategic standpoint and long-term perspective so as to transfer high-level political trust into more practical results of cooperation.

He called on both sides to implement construction of signed projects in railways, expressways and power stations, and to create conditions to start construction of the Serbia-Hungary railway as soon as possible.

China supports its enterprises in conducting productivity cooperation with Serbia in areas including steel in the hope of providing more high-quality and low-cost materials for infrastructure construction in Serbia, Li said.

He also encouraged both sides to promote the construction of industrial parks along Danube, and to seek potential cooperation in agricultural technology, small and medium enterprises, culture, education, tourism so as to realize win-win cooperation.

As a close friend to China, Vucic said Serbia is willing to develop a goodwill relationship with China not out of its own interests, but due to Serbian people's sincere love of China.

Hailing the "1+6" cooperation framework proposed by Li during the China-CEE fourth summit for future cooperation, Vucic said Serbia will speed up preparation work of Serbia-Hungary railway.

He also expressed the hope that China could expand its participation in the development of Serbia so as to forge ahead bilateral cooperation and the cooperation between China and 16 CEE countries.

Prior to the talks, Li held a welcoming ceremony for Vucic at the Great Hall of the People.

The two also witnessed the signing of a series of agreements in areas including infrastructure, construction materials, technology, quality control and education.

Serbia signed a strategic partnership with China in August 2009, the first in CEE countries.

BEIJING – Serbian Prime Minister Aleksandar Vucic met with representatives of China’s biggest companies in Beijing Wednesday to discuss various projects and investments, including the Belgrade-Budapest railway, Zelezara Smederevo, Corridor 11, and other important projects.

Vucic told reporters that the medium-term plan for cooperation with China would greatly benefit our country.

Vucic discussed terms concerning the construction of the Belgrade-Budapest railway with China Exim Bank representatives and talked about the construction of two Corridor 11 road sections with representatives of the CRBC.

Speaking about Zelezara, Vucic said that a Chinese company, the second greatest steel producer at a time when the price of that metal was falling, was interested in the steelworks and that it would be a salutary solution.

Huawei ready for greater investments in Serbia

Serbia's Prime Minister Aleksandar Vucic began the last day of his visit to China with a meeting with representatives of the company Huawei and on this occasion met with Serbian students, participants in the programme "Seeds for the Future".The progress of the programme which was agreed during the visit of Chinese Premier Li Keqiang to Serbia was discussed.

Vucic thanked the representatives of Huawei for giving the opportunity to Serbian students to participate in the programme "Seeds for the Future" ', which is of great importance for Serbia.

He voiced hope that there will be even more space on the Serbian market for the company Huawei.

Vice President of Huawei Jung Lu pointed out that the company is ready to make bigger investments in Serbia, where they are already cooperating with Telekom and the Electric Power Industry of Serbia, as well as to improve the quality of computer equipment and increase the number of scholarship holders from Serbia.

Addressing the Serbian students who are participating in China in Huawei’s programme 'Seeds for the Future", Vucic pointed out that Serbia has talented people who lack practice.

Here you are not just learning for yourself, you are here representing your country. The knowledge you will bring back to Serbia is of great importance for the entire country, and we will do everything to give you a chance to use that knowledge in Serbia, the Prime Minister said.

Jung Lu stressed that Huawei promotes talent in the IT sector in Serbia.

The point of our project is to offer innovative products and solutions. We are very proud of it. Students from 60 countries are participating in this project, Serbia for the second year in a row. Our goal is to bring the latest technologies to Serbia, Jung Lu concluded.
