Yes, we do that in China. Whenever a ship sinks, a plane drops, a fire breaks out, or natural disasters at home or abroad, we respond. That's is classified as a disaster, a deadly one, while it's irrelevant to the topic, irrelevant like death by poverty, malnutrition or 40% childhood stunting. You want to discuss civilian health? On topic, are you responding to the deaths caused by pollution in that 13 most polluted cities, where as by the article 155 on every 100,000 are killed, and persisting?
