Keep in mind, shifting GHQ to Islamabad will create massive choas in Traffic btw most rush hours especially morning, 2 and evening. I am stuck @ Ammar Chowk almost daily for hours around 6PM - 7PM everyday from past few days.
Generals, C.Cs, Staff majority infact 99% lives in Rawalpindi. Movement will massively halt the entire traffic infrastructure everyday especially the time span of movement from almost 30 kilometers from garrison. GHQ is not the only thing, the residency of Chief and other high command officers etc, Must say a big deal!
That's army, why are you treatinng them like civilians. They are far more organised and they don't have to do it on the working or rush hours. They can do it in the night or early morning time. Furthermore, they don't have to movie immediately. I don't think they are renting the current GHQ from anyone so they don't have so vacate on urgent basis. And army is an agile organisation that can even make changes in war like scenario and your suggestion that they can't move even in the peace time is hilarious. BTW, right now they are talking about buliding it so it will take some time to complete and may be it will be the next COAS who will inaugurate the building and shift there and I think army has sufficient time for making the shifting plan in an optimal way. I realy see no issues there. Army has to have GHQ in the federal capital ultimately.
