People were aspiring to fly long before Wright brothers made a really 'flying' machine, I am not sure if in 1895 Mr.Talpade was successful in making a working flying machine that could actually fly, but I will not rule out such a possibility either without sufficiently researching the matter.

However, the news is an old one, your Wiki link shows two mainstream newspaper links from 2003 & 2004, while ToI link is not working properly, the Deccan Herald link is working.

Flights were made as early as the 16th century - but not one could be sustained. The newspapers mention Talpade's flying in 1895, but it lasted for only 37 seconds. He flew, but it was not a sustained flight.

He did fly - for a short period of time. But Wrights are credited with building the first powered sustained flight.
