Because Indians have small brains and to protect they wear helmets while Pakistani Mard e Momins have large brains a la Afridi style, pretty thick head and strong, so no protection needed, can withstand any fall unlike Indians.

Avionics integration is also a part that comes under the facility. FBW is just a part of a much bigger system. In case of LCA, an integrated FLIGHT CONTROL SYSTEM consists of
1) Quadruplex digital Fly-By-Wire Flight Control System
Control laws executed by the Digital Flight Control Computer
Pilot Controls, switches, Control panels and indicators
2) Interfaces with Avionics
Electrical
Hydraulic
Environmental Control Systems
Under Carriage
Flight Test Instrumentation.

All these first needs to be tested in the lab, than on the fighter.

They are simulating a cockpit and flying the plane, using the fly-by-wire technology. A helmet is not just to protect the head from an injury.

It might have:

-headphones and a microphone.
-noise reduction features
-helmet mounted display systems
-night vision equipment etc.,

SOP Demands when ever you are in cockpit and engine is started Helmet should be worn. In this case technician is wearing DASH Helmt made by ELBIT allows the pilot to fly head-up and off-boresight with details like Alpha, Bearing ALt Displayed on visor
