Fixing the blame for lack of defence against Drone attacks

Who is responsible for the lack of defence from Drone attacks?

(Yes, I am being serious here. The causes are clearly multifactorial.)

Blaming the military, parliament, president along with the nation might look logical but i think that should not be the case for these reasons:

1. Kayani can and should shoot down the drones, but he doesn't why?? The deep USA-Pakistan relations over the years and other hidden agreements etc might have binded him to inaction. He can be blamed for not trying to change but he isn't the one who made the setup existing there did he??

2. Gilani/Zardari actually ideally speaking they should be doing it for Pakistan but can they?? Here in the Sub Continent evey body knows how politicians hold on to their powers. Again the set up with USA created over the years vis a vis political and military setup in Pakistan is a block to them too.

Before people say that i am going into conspiracy theories, the setup i speak of between USA and Pakistan is of relationships formed over half a century in military grounds political arena and other civilian setups. These two countries here in Subcontinent have partnered for so long that to cutoff such relationship even under extreme duress is nigh impossible. You don't know where to start. Too many things known to each other and too much risky to cutoff.

3. The reponsiblity in Parliament is a non starter. These representatives of people (both in India and Pakistan) are there to earn money spent on elections and more and more.

4. The responsibility so according to me lies with the nation. The truth about India and Pakistan is that though 60+ years have passed we haven't learnt till now how to use democracy for our countries benefits. When people from certain backgrounds only make it to the power and common man is helpless the system is dysfunctional. This can be fought with education only.

One can say what the hapless poor and uneducated common man can do? the educated class however small it is should bring awareness among the people through media and other means to the people how the country is being thrown to dogs by the corrupt and inept inpower guys. The judiciary should step in as the Executive and Legislative arms of the State of Pakistan seem to be part of this problem.

If blame has to be put it is on the educated lot of Pakistan as they could not create awareness of the exact situation to common junta.

We have to consider the issue of drone attacks on pakistan in a wider context. Legally, the Federal government is to blame as it is complacent and not commanding the armed forces to shoot down drones.

The armed forces are to blame in the context that they are not forcing the govt. to issue command. However, what will happen if the govt. is forced? They will cry "democracy is being harmed" and hundreds of other nonsense. International media will jump on pakistan like hyenas. The media is already under their control.

Let's be clear about one thing. The overwhelming majority wants to see drones taken out. No referendum to prove this but you have to be living under a rock to believe otherwise.

Option1: Kayani.

He literally has the gun which can shoot down the drones.

But our constitution says Pakistan armed forces will defend its territory under direction from the federal government.

Option2: Gilani/Zadari (Federal government)

In 4.5 years since this government has been in power, this government has not given a single directive to defend against the drones

Option3: Parliament

In equal number of years it has not given a clear indication to the federal government that either it takes the drones down or they will proceed with vote of no confidence.

If it only gives a resolution against the drones, the federal government can again not follow it.

Option4: Nation.

The nation brought these people to power, the nation has not protested enough, has not blocked Nato supplies to a halt, physically.

Of course, there is a fine line between protest and revolution, so nation can only go so far with protests without going into revolution territory.
It is not problem of lack of defence it is a problem of lack of will and guts in our Government the day that issue gets solved we will shoot down the drones no problem in shooting them down as far as capability and equipment is concerned
