It is has more to do with how things work in the country now which is different from the past.

The royal Quality Control assement and management orgnization establishment have made a great difference in how things work nation wide. Since the orgnization monitor everything's quality of function from high schools to universities to hospital to research centers to the RSAF.

It uses the EU standards of quality in assessing the function of everything in the country and report it back directly to the Royal Council (Aka: the king). So it is a fearsome orgnization with its yearly inspections and reports that have in turn made everyone work harder and better to meet those quality requirements. And God help you if you are classified "D". Because that is an immediate lay off of the boss.
