Isnt this dangerous if there are still people in the building? Unconsciouness persons could hit by shrapnel. Also its possible that this rocket could hit a body by accident.

since there are so many sky scrapers in China, fires are catastrophic. Despite the short comings, the benefits of this system outweigh the risks.

I remember only a year or 2 ago, a skyscaper in Shanghai caught fire while being renovated on the outside the fire brigade didn't have an effective counter measure against the fire 40 meters above ground.
