As Railway Minister, Liu oversaw numerous expansions of China's railway system, most notably the rapid development of China's high-speed railway.

In early 2007, China has 0 km of HSR. By 2014, China has world longest HSR, and is expected to reach 18,000 km (11,000 mi) by the end of 2015.

Morover Liu has develop PRC HSR technology through technology transfer from Siemens, Shinkansen, Bombardier...etc. Liu is the hero of developing PRC manufacturing in R&D in HSR.

In April 2013, Zhijun was arrested on corruption charges for allegedly taking bribes and abusing his power as Minister of Railways. He was convicted and received a death sentence with reprieve in July 2013. The court found Liu guilty of around USD10 millions of embezzelment -- a very tiny sum in compared to others.

While Liu has left, HSR remains and is now among the top diplomatic weapon of PRC. It also speed up urbanization and development of cities.

As i said before, its typical Chinese politics. Steal money/Corrupt(send their kids to study/live here in the west/U.S) but still work to improve the country at least. Well no a bad combination. but could do better.

I would support a democracy in which those who get elected on campaign promises end up in jail by default for failing to realize those promises during their term of offices。

Could do better like the Berlin airport that has overrun costs of over 1,1 billion Euro and a delay of over three years. Oh, we expect more scandals and cost coming up.

Another could do better is the Elbphilharmonie (concert hall in my city). The original calculation was 77 million Euro, newest calculation has reached ...








... 789 millon Euro!

Inauguration was planned for 2010, now it's 2014 and the bloody building is still not finished yet. The newest opening date shall be 2017, ten years to build a concert hall that costs 10x the original calculation.




Oh, I forgot to mention, not one politician went to jail, not even ONE!

Chinese officials didn't have political contributions, CPC politician funded by other private company is illegal by CPC & China laws. So i think USD 10mil is not a big deal for some West politicians, during election campaign West politicians can accumulate millions of money funded by companies, it is legal in West government but illegal in China.

When Chinese officials accept money from other company, in China we called it CORRUPTION. Liu built a CRH railway empire in China worth billions of USD, i personally think USD 10mil shoud award to him.

So i think USD 10mil is not a big deal for some West politicians, during election campaign West politicians can accumulate millions of money funded by companies, it is legal in West government but illegal in China.

Well, while agree to some extent with your point, the U.S political system of campaign fundings by corporations for political favouritsm will indeed be term corruption in China. However, our system in U.K is kind of different from that in the U.S since we are a parliamentary democracy, so our leader is elected by MPs unlike in the U.S. And nope in the U.K you will hardly get away with stealing even £100thousand, much less 10million. since we have lots of checks and balances against power abuse, and an independent judiciary which has the power to prosecute any officials, and this doesnt change with a change of government, unlike in China where if say president Xi is replaced by another HU or someone less willing to fight/tolerates corruption then the corruption system reflourishes again. You have to have that basic independent institution that can supervise the CCPitself and avoid power abuse on a continous basis, not just based on a leaders will to fight corruption or not. In this regard China should have learned from Hong Kong(who has one/if not the best such institution in the world), but i guess the CCP doesnt want to for obvious reasons.

However i agree completely with you on the point that, this man did indeed build a HSR industrial empire in China which is now world class. But then again he is in jail now, instead of being a renowned/celebrated official and example to others.lol This again proves the point that its more political wish hunt corruption(as one member here said, maybe he didn't have the right friends/connections to the real power players in the CCP, reason he was targeted, while others who have stole billions are still in office.lol). So more reason you need an independent Judiciary with wide ranging powers, else im afraid any corruption 'fight' will be just window dressing/sham/political in-fights.


So as i said expect to see more of your corrupt officials sending their kids here for studies/live/invest(even your president sent his only daughter to the evil U.S to study.lol) while they do some work back home as well. The two go hand in hand for them.

I absolutly agree with u, and China still lack judicial independence, also China officials can't leave U.S away.
