We want to establish a strong military industry it is one of the 5 years plan of 2010-2015 to get as much ToT as possible. And as you can see a lot of ToT is going Saudi way from defense companies as planned.

And the timing couldn't have been better regarding the plan because of the financial crisis previous limitations and hurdles are now almost none existent.
