1. What is the reason for this privilege? Is it a part of employment, like health insurance or pension?
2. The average consumption works out to be 2,000 kWh per month per employee. That is nearly double of my usage, and I have a large house. How is it possible? Does an average government employee live in a castle?
3. However, Grade 17 to 21 employees use only about 440 kWh per month per employee. Aren't these employees in superior grades with probably larger houses? I think the data may be incorrect.

It's government data so I cannot commit. Yes it is their entitlement.
