This is the same case with India and Russia JV for their stealth fifth-generation fighter aircraft (T-50 PAK-FA).

Russia had the capability but could not find the financing.
India had the money, but did not have the capability to develop a stealth 5th-Gen fighter.

So the JV made sense.

KSA could try to do the same with Turkey.

I think there are some f-35 simulators at Lockheed Martin.

Israel does not want F-35 rather they were lobbying for silent eagle.

I dont think Israel will be able to hold their monopoly position in US admin for a long time to come.

Saudi Military is US trained true. But the controlled part is absolute rubbish. Saudi Military is in fact: US, French, British, German, Pakistani, Korean, Turkish, Russian, Chinese, Indian, Australian, Austrian and Spanish trained. To be more specific that is.

Regarding the F-35 however, us is clearly a possibility to replace our Tornado GR4s scheduled for retirement by 2020. However other reports indicate that RSAF is still awaiting the finishing of the testing and readying of both the F-15SE and the F-35 before they make a decision with priority given to the Silent Eagle.

So don't expect anything concrete regarding a further non-Typhoon deal until 2014-2015.

If you think the Air Force deal is big.... You should wait for the Navy's.

And the Special Forces restructuring program started at 2002 have made our Special Forces one of the best in the region. They still need some more experience though, but what little operations they did carry out they succeeded in all of them.

And KSA's translation of what is considered "Regional Forces" Have expanded greatly recently.
