1) Not possible.
2) APG83 - is much more reliable and advanced than the ES-05

Raven ES-05 unreliable? it leverages technology from both VIXEN and CAPTOR radars.

Moot point. You can't change the radar on F-16's without approval from the US.

It's unlikely a European radar would be a mainstream option for the F-16 - new-built or upgrade. Aselsan is an exception, but that is because of the Turkish Air Force and the commercial weight Turkey commands. Otherwise, the likes of South Korea, Singapore, etc, will commit to American radars.
