It is quite simple and clear, actually, but, like you said, no matter.

The newer F-16s are under better supervision and add to the capabilities of the PAF, so I guess it is a win-win of sorts for both sides. What's there not to like?

Supervision is more focused on the sensitive equipment. Namely the SNIPER pod, AIDEWS.. and so on.
However, it must be reiterated(for the umpteenth time) that when it comes to them flying against and attacking any adversary..there is no restriction.
