India, Germany to ramp up cooperation to counter terrorism

India and Germany today agreed to cooperate on counter-terrorism measures and reviewed proposals including a USD 1 billion German commitment for an ambitious solar venture in India, as they discussed deliverables during Chancellor Angela Merkel's visit to the country.

In their wide-ranging talks, External Affairs Minister Sushma Swaraj and her German counterpart Frank-Walter Steinmeir assessed implementation of decisions taken during Prime Minister Narendra Modi's visit here during April and broadly identified possible substantive outcomes from Merkel's visit to New Delhi in October.

Both Swaraj and Steinmeir underlined the need to have closer security and defence cooperation between India and Germany considering the threat of terrorism. They discussed regional issues including Indo-Pak relations and the situation in Afghanistan.

"The meeting was very warm and very positive meeting which will further strengthen the India-Germany strategic partnership. And lead to a very fruitful and substantive outcome during Chancellor Merkel's visit which is eagerly anticipated in India," External Affairs Ministry Spokesperson Vikas Swarup told PTI here.

Swarup said Swaraj and Steinmeir discussed specific proposals including a USD one billion financial commitment by Germany for a "very ambitious solar rooftop project", its participation in projects like high speed railway corridors, raising speed of existing trains, Ganga rejuvenation initiative, smart cities project and skill development schemes.

He said both the leaders agreed to cooperate in cyber security and counter-terrorism measures besides underlining the need to go for co-production in the defence sector.

Chancellor Merkel is scheduled to visit India in the first half of October for Inter-Governmental Consultations which will be a summit meeting between Prime Minister Narendra Modi and her. She will be accompanied by a high-level delegation comprising a number of ministers, government officials and top executives of a number of leading German companies.

Swarup said a whole range of issues were discussed in the one-on-one meeting as well as delegation level talks between the two foreign ministers. "Basically the conversation continued from where the last time the Prime Minister and Chancellor Merkel had met here," he said.

Asked whether the issue of threat of terrorism figured in the meeting, Swarup said it was discussed as it is a major challenge for both the countries and the idea was to step up security cooperation on a whole range of issues.

In the meeting, both sides agreed to arrive at a resolution of the sticky German language issue and an announcement about it is likely during Merkel's visit to India.

The meeting also focussed on ramping up trade ties, particularly to improve German investment.
Sources said the Indian side has made three proposals for Germany's participation in the railways sector which include conducting feasibility studies for high speed corridors and raising speed of existing trains.
There may also be an announcement about Germany's participation in skill development initiatives in India during Merkel's visit.

Germany is India's largest trading partner in the EU and one of the top ten global trading partners. The overall exchange of goods and services between the two countries was valued at around around 15.96 billion euros last year, a drop of 1.14 billion euros from the level of 16.10 billion euros registered in 2013.

While India's exports to Germany rose marginally to 7.03 billion euros in 2014, its German imports dropped to 8.92 billion euros from 9.19 euros in the previous year, according to the Federal Statistical Office.


Germany is the 8th largest foreign investor in India. Its foreign direct investments in India during January-November 2014 were valued at around USD 995.7 million. More than 1,600 Indo-German collaborations and around 600 Indo-German joint ventures are currently in operation.

"The External Affairs Minister and German Foreign Minister reviewed the issues that were discussed when the Prime Minister had come here in April and what all have been implemented already. They took stock of that and also looked what more needs to be done," Swarup said.
Sources said the Indian side also offered "new ideas" to the German side, going beyond what was agreed during Modi's visit. Both sides also agreed to expand cooperation in areas like Science and Technology and agriculture.
Both the leaders also discussed regional and global issues too including situation in Ukraine and UN Security Council reform.
Asked whether the issue of free trade agreement between India and European Union figured in Swaraj's meeting with Steinmeier, Swarup replied in negative.
Swaraj, who arrived here on a two-day visit last evening, earlier met President of German Lower House Nobert Lammert and Chairman of the Committee of Foreign Affairs of the Lower House Nobert Roetgen.
Both Lammert and Roetgen favoured deepening of ties between the two countries.

Ms. Merkel is scheduled to visit India in the first half of October for Inter-Governmental Consultations which will be a summit meeting between Prime Minister Modi and her.

New initiatives

Asked whether the issue of threat of terrorism figured in the meeting, Mr. Swarup said it was discussed as it is a major challenge for both countries and the idea was to step up security cooperation on a whole range of issues. India also rose problems like residency status, renewal of visa and accommodation faced by Indian students in Germany as both sides discussed new initiatives to ramp up cooperation in the area of education.

This was conveyed by Ms. Swaraj to German Education Minister Johanna Wanka when they met on Wednesday.

During the meeting, Ms. Swaraj apprised Ms. Wanka about difficulties being faced by some of the Indian students in pursuing their studies in Germany, like residency status, renewal of visa and accommodation, Mr. Swarup said.

Currently, more than 10,000 Indian students are studying in Germany while around 800 German students are pursuing various courses in India.

Talks with Egypt leaders

Prior to her visit to Berlin, Ms. Swaraj had visited Egypt on the first leg of her two-nation tour where she held talks with the Egyptian leadership to put in place a bilateral framework for enhancing cooperation in key areas of security, counter-terrorism, defence and investments.

Cairo: India has a special bond with Egypt and the two countries are now enhancing cooperation in the defence sector which would further strengthen the bilateral ties, the country's envoy here said.


Addressing an event to mark the 51st anniversary of Indian Technical & Economic Cooperation (ITEC) Day here yesterday, India's Ambassador to Egypt Sanjay Bhattacharyya said that the two countries have cooperation in various areas.

"Today we were celebrating the ITEC day and under this programme we invite people from different countries, including Egypt, to talk about different aspects to like IT, engineering, agriculture even in the filed of defence, we feel that this is something that build very strong bond between the two countries and two people," he said.

Under the ITEC programme, fields like security, defence, counter insurgency for defense personnel are offered by prestigious institutes in India, like National Defense College and Defense Service Staff College.

He welcomed the participation of the Egyptian Armed Forces at the ITEC day event, for the first time, and said that defence exchanges is an area of growing cooperation.

The "Tagore Hall" was inaugurated by Bhattacharyya at the event, in the newly renovated Chancery of the Embassy of India in memory of the great Indian poet, painter, revolutionary and Nobel laureate Rabindranath Tagore.

Bhattacharyya also highlighted Tagore's friendship with the Egyptian poet Ahmed Shawky adding that he is the only author who penned the national anthems of two nations: India and Bangladesh.

ITEC is a programme of cooperation and partnership under which India has been sharing its technical expertise with friendly developing countries since 1964.

It is an important component of India's economic relations with Egypt. India shares its technical expertise with Egypt under this programme, he said.

The ITEC programme under which every year 10,000 slots are available in 47 institutes of India offering courses in 280 disciplines which includes IT, Public Administration, audit, elections, SMEs, Entrepreneurship, rural development, parliamentary affairs, renewable energy, postal management.

Bhattacharyya said that India is proud of the ITEC alumni network across continents who are the torch-bearers for developing a powerful cultural bridge between India and their native countries.

Magued Osman, President of Egypt-India Friendship Association (EIFA), said that the linkages between India and Egypt is not only cultural but also have many other commonalities and both the countries face similar challenges.

He added that countries can learn from each other in facing these challenges.

Agreement between India and Egypt on Maritime Transport

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval today for signing of an agreement between India and Egypt on Maritime Transport.

Recognizing the significant mutual benefit that can be derived from-cooperation in the area of shipping between the two countries, it has been decided to sign the Agreement with a view to strengthening cooperation and to render sustained mutual assistance and advice on merchant shipping and other related maritime matters.

The Agreement would be signed on a mutually convenient date and venue.

Signing of the Agreement will help, both countries to encourage and facilitate the development their maritime relationship and cooperate in the task of enhancing and stimulating steady growth of maritime traffic, exchange and training of staff and students from various maritime establishments, exchange-of information necessary for accelerating and facilitating the flow of commercial goods at sea and at ports, establishment of joint ventures in the fields of maritime transportation, shipbuilding and repairs, maritime training, information technology including development of simulators, port facilities and related maritime activities, etc.
