Export of Defence Equipment

The details of the defence equipment exported to various countries in last one year by Defence PSUs, Ordinance Factory Board (OFB) and Private Sector Companies (based on the NOCs issued) are as under :-

8. Mauritius - Dhruv/ Dornier & Helicopter Spares & services, Offshore Patrol Vessel (OPV), Ammunitions

9. Myanmar - RAWL-02 MK-III, Sonar HMS-X

10. Namibia - CH/CK Helicopter, spares and rotables

11. Nepal - ALH Helicopter and CH/CK spares and rotables, ammunition, accessories for ammunition, Bulletproof Vest and Fragmentation Jacket, 5.56 mm steel core (28.79,378 pieces).

12. Oman - Jaguar spares and services, training on engine shaft alignment

13. Russia - MIG/SU-30 spares and services, RWR, TP for PCB’s testing

14. Singapore - Multipurpose support vessel

15. Sri Lanka - Indra MK-II Spares, Lion Battery charger, Secure VHF Handheld Radio LVP 285 & services

16. Suriname - CH/CK Helicopter, spares and services

17. Switzerland - Cable Looms

18. Turkey - Bullet Proof Vest + Plates, Helmet, Bullet proof ceramic panel.

19. UAE - Vacuum Interrupter

20. UK - Work packages/ forgings, Transmitting tubes

21. USA - Work packages/ forgings, Electronic assemblies, Flight Control panel, Mechanical parts, Vacuum Interrupter

22. Republic of Korea - Turbocharger


Ministry of External Affairs (MEA) has a negative list of countries for defence export and views of MEA are taken into account before granting No Objection (NOC) for export to such countries.


The Companies getting export orders apply to the Department of Defence Production (DDP) for NOC for export and the same is issued as per the Standard Operating Procedure (SOP), which has also been put in public domain. The Government has taken several steps to encourage defence exports. Some of the major initiatives are as below:-


· Formulation of a Defence Export Strategy outlining the policy and procedural initiatives to be taken by the Government.


· Constitution of a Defence Export Steering Committee (DESC) to deliberate and decide policy and procedural issues related to defence exports.


· The SOP for issue of NOC for export has been simplified and streamlined and has been put in the public domain to make the process transparent and unambiguous.


· The processing of receiving the applications for NOC for export and the process for issuing NOC have been made online.


This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri K.R.P. Prabakaran and Shri Pralhad Joshi in Lok Sabha today.

We are weapons exporting nation.

Rear Admiral (Retd.) Mishra said that he was optimistic that the Indian Navy would place another order for a second refit by the HSL. The shipyard had experience of refitting two Egyptian submarines during the 1970s. Though much of that experience could not be salvaged, the systems for refit of submarines that were put in place at that time were still functional and they were put to good use.

Export of arms and ammunition

The Government does not directly export arms, ammunitions and weaponry systems to any country. As per DGFT Notification No. 115 (RE-2013)/2009-2014 dated 13th March, 2015, Department of Defence Production (DDP) issues ‘No Objection Certificate’ (NOC) for export of goods, which are in the nature of military stores.

Defence Research and Development Organisation (DRDO) earlier sought the advice of DDP on the export of DRDO’s designed and developed products, which have been manufactured by various companies in India. The requisite advice has been intimated to DRDO regarding the procedure for issuing NOC by DDP to concerned companies for such exports.

The Government has not carried out any comparative cost study of weapon exporting countries.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Harinarayan Rajbhar in Lok Sabha today.

And we export Bulletproof vest and steel and helmets to Turkey, Nepal? But we can't make for our Army?

The Mauritius OPV,‘Barracuda’, was launched on August 2, 2013 at GRSE by Mrs K O Fong Weng-Poorun, the
Senior Chief Executive, PMO Mauritius. Thevessel is the first foreign order warship under construction in India and was delivered to Mauritius on December 20, 2014. Two Indian Navy officers have been appointed as the Commanding Officer and Engineer Officer respectively.

One Landing Craft Auxiliary (LCA) was handed over to the Maldivian Navy in February 2014 by the External Affairs Minister.

INS Tarasa a Fast Attack Craft was gifted to Seychelles on November 7, 2014 by the Chief of the Naval Staff on behalf of the Government of India.

Some of the major export destinations for defence products have been Italy,Israel, Ecuador, Russia, USA, UAE,
Namibia, Srilanka, Malaysia, Romania,UK, Indonesia, Mauritius, Netherlands,Kenya, Nepal, Botswana, Tajikistan, Oman,Belgium, Singapore, Bangladesh, Vietnam,Ireland, Myanmar, Switzerland and Czech.

The defence items exported were Test Equipment for Radar, ULSP etc. for radar,High Speed Patrol Vessels, Turret upgrade,Light Engineering Parts, Components for Acoustic head of heavy weight Torpedo,Battery proof vest, Helmet, Fuze Harness,Stallion 4X4, Naval Safe & Arm Device(Modified), Turbo Charger, Vehicle Mounted Launching Bride & Offshore Patrol Vessels.

Advanced Light Helicopter- Dhruv was handed over by the Prime Minister of India to the Prime Minister of Nepal on
November 25, 2014.

HAL got a contract for supply of DO-228 aircraft to Mauritius.

Bharat Electronics Limited (BEL) -A range of products are exported by the company viz Hull Mounted Sonar (HMS X), Coastal Surveillance Radar System, Radar Finger Printing System, RAC Tarang, Automated Test Equipment (ATE),
Shelters, Electronic Voting Machines (EVM)etc. The export turnover for the year 2014-15 (up to December 2014) is 30.44 MillionUS$

Indian Navy undertook the Medium Refit(MR) of Maldives Navy Ship ‘Huravee’ at Naval Dockyard, Visakhapatnam w.e.f. May1, 2015. The refit of the ship was completed on January 21, 2016 and post Refit, the ship participated in IFR 2016. The ship has left Visakhapatnam harbour on February 23, 2016 for onward passage to Maldives.

ICGS Varaha, which was earlier given to Sri Lanka on lease w.e.f April25, 2006 has been permanently transferred to Govt of Sri Lanka on August 27, 2015.

Some of the major export destinationsfor defence products have been Algeria,Afghanistan, Israel, Ecuador, Russia, UK,Indonesia, Nepal, Oman, Romania, Belgium,Vietnam, Myanmar, South Korea and Sudan.

The major defence items being exported are Personal Protective Items, Offshore Patrol vessels, Spares for Radar, Cheetal Helicopters, Turbo Chargers and Batteries,Electronic Systems (EOPOD ALH System),Light Engineering Mechanical Parts etc.


India and Maldives share common maritime security concerns. In this regard,India is assisting Maldives in setting up Coastal Surveillance Radar System (CSRS). Maldivian Defence Minister Mr. Adam Shareef Umar visited India from January 18-21, 2016. The inaugural Navy Staff Talks with Maldives are scheduled to be held in March, 2016.

India has gifted a Coast Guard Fast Interceptor Boat and other associated items to Seychelles in January, 2016.

A 4 member delegation from Sri Lanka visited India from May 7-10,2015 for the Keel Laying Ceremony of the Second Offshore Patrol Vessel (OPV) being constructed at Goa Shipyard Limited (GSL).

Defence exports in the coming years will be driven by mostly the private firms, more than half of it is coming from these firms already. Even smallers firms are going out their way, it's up to the Indian government to nurture this. Their portfolio will continue to grow. Now with giants like TATA, Reliance, L&T, Mahindra among several others you can expect exports of bigger systems like artillery systems, IFVs, eventually tanks. Smaller firms like the Tonbo imagings, VEM tech, etc. will supply their sub systems.

Get away from this Nehruvian thought of not exporting any sort of arms. Let these private firms, almost, free rein to export.

Even with TATA's, current, limited portfolio they're thinking exports. Currently mostly exports of their defence variants of their civilian products.

Now that DRDO and outside firms have free rein to choose it's Indian production partner(s), we're seeing private firm production agencies pop up.

So a lot of these firms will pitch their designs outside India as well.

You still haven't answered my question, what specific item did bangladesh buy from india, please provide some Support to your statement, any link or are you just making things up as usual?

No you didn't, there was no link. All you did was put a logo up with your own statement....show me some proof, any proof. Show me the link to the OFB India, which says that they exported defence equipment to Bangladesh.

India also exported Cheetah helicopters to Afghanistan, Dhruv helicopters to Nepal, Jaguar aircraft parts to Oman, Sukhoi 30 and MIG spares to Malaysia and offshore patrol vessels and ammunition to Mauritius for which an agreement of USD 58.5 million was signed between GRSE Kolkata and Republic of Mauritius.
