The key is forensic evidence collection and creating leads. I am sure Chinese intelligence is working overtime to follow up on all the leads from the evidence. It should not be difficult to identify the suicide bombers, their families and get more info about who they were talking to online, on telephone etc. That information will then lead to funders and backers of these operations.

There is the vehicle and the explosives, all those will provide clues.

Hopefully China has a better than NSA data collection system, unlike the US, China does not need to worry about people's privacy. So that should help as well.
