That would be too unfair to conclude it just on that basis. Each state offers something out of its population and they all have particular characteristics that when amalgamated into a single society form a nation.
However, that amalgamation never occurred so each of them have only amplified in their faults.

The Sindhis have an inherited need to have a "peer" or leader; which is the reason for their remaining in their slave like state to these Vaderas.. this is not as such a fault of their own but of propagating society. The way to finish it is by aggressive intervention by a third party to remove this evil. India undertook that step back when it was possible to eradicate it as a joint resistance by the beneficiaries (Feudal) was not going to be effective back then as all were caught in the Independance fever and those speaking against it would sign their own death warrant.

But in the end , its will bring a even & balanced iron hand of the establishment towards all of them & the damocrazy they have created .

and they do not have the guts to attempt that. I don't know what to say about their guts but I know the history of Pakistan.
Right now , when the whole middle east is in the fire no one in the world is worried about democracy in a Islamic state ?
Their rule on Pakistan was always moderate & economy , terrorism , other basic & much needed things of a poor Pakistani was much available ?
