Some people still licks their lips when they see the so called "declassified Information", if only they know how they manipulate people and shift their thoughts with those little tricks. there is many level of security confidential, secret and top secret. most of the "declassified" info are usually confidential and those info are more of what one would have expected anyway. secret and top secret becomes more secretive and high level of clearance needed to even know about it and most of the time it's never released or only released with blackout marks to hide names places etc.
Then you would get to higher level clearances such as sci (sensitive compartment information) with strict secretive and eyes only guidelines with 1-2 years licenses you would never ever see those on the decalssified information releases even after 100 years, even talking about it could get you in hot water. In the OP case this is an example of how it would play out:

Secret: Who is involved with this plan including presidents and kings of other countries.
Top secret: Details of how to make this happen including bribing/blackmailing and all the dirty stuff someone like the CIA would be involved in, spies, secret meetings with who and when what was discussed very very skeleton in the closet kind of stuff.
SCI and above: why we need to do this? the real intentions and shot callers for this move. the strategy and tactics is discussed by selected few. In many cases create an alternative or deceiving motive in the "confidential" or "secret" to fool the common people and the 99% of the lower people involved of the true intention.
In this Case for example let's create ISIS to crush the real threat to our puppet regimes and Isreal which is the uprising and the other jihadist group so we can create a civil war between them and create a bad image for the uprisings, but we hint/tell everyone or make them assume from the "secret" classification that "we are broke and can't afford to fight with our economy after the mistake of invading Iraq contribuited to ISIS rise" while on confidential we might go with something like " we created ISIS to counter Iran and the shia in Iraq to continue the unrest there and still have power in that country".
This is why i don't buy into those declassified rubbish i actually like them only because i can sometimes work out the real plans and intention of an operation by reading it, which is 99% of the time is not what is says it is. Another very good example for my argument is the attack of USS liberty in 1967 by isreal, information has been de-classified and it's only the confidential part which says it was a mistake, ask for the high level clearances secrets to be declassified and you would be shot on sight.
This is why snowden was a problem, he had his eyes on too many "Secret" and "top secret" document but still was not big enough to access higher clearances they would have gone to hell and back to get him killed. But he still was abit of a headache for the americans with some of the top secret and secret information he knew alot of it would be embarrasing, Imagine him saying George w Bush met secretly with Bin laden second in charge in the white house after 9/11 this would be pretty bad if it gets out.
