you cannot compare absolute terms between india and pakistan surely you should understand it if you are educated,its like you said india is made up of 30 small countries so it is bigger in area and in population hence its has more death in absolute terms

Of course you will find big numbers in India or China on statictics. But its a percentage/ ratio that counts.

Late me translate you this into other scenario of wages:

When you take wages-salary statictics of any country, they give you the average annual income, and not the highest dollar amount earned by Donald Trump or Dirty Harry.

Its a law of average!
Even if you consider a rule of a thumb - your argument goes down into a gutter.

180 million Pakistanis get 84,000 deaths = there is one death for every 2142.85 Pakistani people.

1.2 billion Indians get 375,000 deaths = there is one death for every 32,000 Indian Peoples.

Now who is cost effective here in terms of human tragery.....

If you go by ratio rather than absolute then India can say that she is "doing better" in every field , right ?

The following is another example where India can use "Ratio" or "Percentage" to claim that she has done better than many country :

India has won 1 Gold Medal in the Beijing 2008 Olympics. It is pathetic for India with 1 billion people to win just 1 Gold Medal.
USA has won the most Gold Medal but Indians can argue that India has done better than USA since India has a larger population and the ratio shows that India did better than USA.

India does better than Pakistan in a lot of fields. Not in every field.
