Yes it is a racial slur, am not denying it. However the vast majority of those that use it, dont use it as an offensive term. They dont even know that the govt made it illegal.

The govt would have made it illegal in international interests. Am talking about how it is socially - that most dont care about "race". In India race does not matter, its not even officially recognized and people have no affiliations to skin color or looks as such.
