The question that should be asked is, will it make command and control in the Turkish military significantly better, or is the current command and control facilities sufficient? Perhaps the older building were so worn out this is indeed a much needed upgrade that will allow the Turks to modernize all aspects of their command and control as well as build in the means to mitigate the risk of espionage against them.

Putting all the brains in one location is not a good idea for obvious reasons.

The actual Pentagon building is just for show, leaders and commander's meeting rooms are way underground, where bunker-buster bombs can't even reach.
