Planning and technical competence studies on this subject have been continuing for a while. Scheduling and how many satellites to be sent in which order are available in open sources. With the establishment of TUA, this project prioritized in the Tua's 10-year strategic plan (item 3). Apart from the civilian market requirements, TR also wants to operate its own Regional Navigation Satellite System due to military needs.

Returning to the current discussion: 2023 target just a first contact with the Moon, with the help of a foreign country or partner company. Negotiations have been held for a long time with many institutions on this aim, including the China National Space Administration, ISRO, Roskosmos and others. The main large-scale scientific activities are scheduled to 2028, and indigenous rocket capability is foreseen for this second phase, not for first contact. In short, the 2023 goal includes entering the lunar orbit and hard landing, and after 2028 period includes soft landing with national facilities. The main ambitious challenge here is not to enter the lunar orbit, but to make a soft landing on the Moon.

In summary, the 10 prioritized goals included in the strategic plan of TUA are as follows:

5-Space weather and ionosphere researches: Capability will be increased in the field of space meteorology. A new institute will be established where these observations and datas will be collected.
6-Space Objects: Competence in astronomical observations and tracking space objects from the ground will be increased. Active satellites and space debris will be tracked both from the ground and from space.
7-Space Industry: It includes activities to support the integration and establishing eco-system of industry in the space field. A common mechanism will be established for exporting products and services.
8-Space technologies R&D center: A new space-specialized technology development center will be established within ODTU, where domestic and foreign companies will operate. By completing the necessary structural arrangements, companies that produce technology in this field will be included in the state-supported incentive.
9-Space awareness: In order to develop competent human resources in the space field, education scholarship programs will be advanced in defined areas. National workshops and summer camps for students will begin.
10-Turkish spaceman: To take advantage of the infrastructure of the International Space Station and to have the opportunity to scientific experiments, Turkey begin its own space training program.
