And since those tours Afghanistan fell apart. Tensions with Iran. Tensions with India (Butt hurt because of Afghan) This opens up the possibility of threats from any one of those nations looking to make Pakistan look bad.
As for Pakistani intelligence missing things well that would another thread.
Same "intelligence" that told them the Afghan government would survive for months after US withdrawal. Not collapse days before US withdrawal. The same "5 Eyes" intel network, that vaporized 7 children and 3 adults (all innocents) in the middle of Kabul. And one "foreign" funded unsuccessful attack over a decade ago remains that casus belli for them.They were literally going to the stadium they would play the game at for days. Last time I went to Karachi My hotel had machine gun posts at the entrance. That does not inspire confidence.

The other problem is Pakistan cricket is already on its last legs and this tour will cost millions, cancel future tours resulting in loss of millions, and set a precedent that anyone can cancel at any time in Pakistan effectively resulting in the end of cricketing tours in Pakistan. When you can't see cricket in person the sport will die.
