adopt whole german enducation (engineering) system in pakistan.... teach every factory worker some technical skills(diploma)..... and make it to must for engineers to to spand 1- 2 semester in field during their studies.............divide engineers between research and field engineers and make it easy for both to remain in in their fields... and most important of all is ....CREAT JOBS...............but for jobs you need good economy.....so produce good econnomist first......but economist cannot do anything alone, you need a good political system.....so produce good politicians........... but for producing good politicians you need good nation so change youself.........so change youself....................... ki system change karna, chal rehn hi de yar .....
