Can't the Punjab unilaterally build it after some more design changes so that it falls solely in the Punjab & we wouldn't be required to obtain permission from any other province ?

even of you can build it, Pakistan may gain some benefits but ultimately it will give our hypocrite regional leaders more things to criticize Pakistan for and spread more anti Pakistan propaganda and may in the worst case be a cause of national disintegration.......

I think Pakistan is stronger than just one dam, for it to disintegrate, but if it isn't then maybe we shouldn't be together anyhow !
