【观察者网综合报道】日本共同社2月1日报道,1月31日晚11时40分,位于日本北海道札幌市的一座为生活保障接受者提供暂住的救助建筑发生火灾,共造成11人死亡。死者大部分为生活贫困的中老年人。

据NHK报道称,消防队在1月31日晚11时40分接到报警,称位于札幌市东区的该救助建筑失火,虽然出动了包括40台消防车在内的大量力量进行灭火,但是火势太强,整栋建筑被完全烧毁。

起火的建筑为木结构三层,建筑面积400平方米左右。其中一层和二层都是供住宿的小单间。警方和相关人士表示,该建筑是为正在寻找新住所或新工作的生活无着人士提供暂住的救助设施,食宿费用为一个月36000日元(约2068元人民币)。火灾发生时入住者共有16人,大多都是中老年人士。

在火灾中死亡的11人中8名为男性,3名为女性。5名幸存者中4名为男性,1名为女性,也都是50岁到80岁的中老年人,有3名幸存者在火灾中受到了气管烧伤等轻伤,但没有生命危险。

2015年5月,川崎市两座简易住宿场所建筑发生火灾,死亡11人,均为40岁到80岁的男性。在火灾后进行的消防安全检查中川崎市发现市内还有24座违反建筑标准法律的简易住宿场所。

2017年5月,北九州市小仓北区一座为打日工的人居住的公寓发生火灾,死亡6人,均为50岁到80岁的男性。2017年8月,秋田县横手市的老年单身公寓发生火灾,死亡5人,均为50到70岁的男性。这两座公寓都属于为中老年人提供的包食宿的廉价公寓。

最近的一次类似事件发生在2017年12月,大阪丰中市一座公寓发生火灾,5人死亡。这座公寓的住户也是以独居中老年人为主。
