Yes, you cannot bribe an Arabian with money, but simply because they got plenty of it already, and not because they are "honest". What do you think, are they born honest, is it in their blood, or is it the food they eat?
The corruption you are talking about comes from corruption of character, which is common to all the humans around the world. However, what is not common is the culture of corruption which we see reaching staggering heights among the Arabians.
Preferring an atheist, a Hindu, or a Christian nation over a fellow Muslim nation is not corruption? Discrimination against poor Muslims and treating Xtian whites as heaven sent is epitome of corruption! It is a joke that you mentioned "Arabian" and "Honest" in the same sentence.
And for your question - Yes! I very much think that if there is black gold, or something of similar financial significance, found in Pakistan, corruption level will go miles below that of Arabians. Won't you like to find out the reason why?
