I am not clear how an underwater vessel is affected by extreme bad weather
That depends on the sea-depths and sea contours in the vicinity of the submerged sub. Waves caused by Sea Swell can extend below the surface depending on both the fetch of surface meteorological phenomena coupled with ocean currents.
That being said; a submarine handles better submerged rather tan surfaced.
