Education & Health budget: Punjab vs K-P vs Sindh vs Balochistan

It should be noted KPK is spending double per person in education funds compared to Punjab.
Merely going by percentage of total budget doesn't give us clear picture.

Punjab budget is only 2.5 times bigger then KPK while population 4 times.
