Mumbai – Mediterranean rail and sea corridor agreed

INTERNATIONAL: Railway, shipping and port officials from Iran, Azerbaijan, Georgia and Ukraine met in Azerbaijan on January 12 to agree plans for the development of freight transport corridors between the Indian port of Mumbai and the Mediterranean.

Three routes are offered. All start with the maritime leg from Mumbai to the Iranian port of Bandar Abbas and then by rail through Iran. Land and two Caspian Sea shipping options are then offered to Azerbaijan, with onward rail transport to Georgia’s Black Sea ports of Batumi and Poti.

Railways of the Islamic Republic of Iran said the 5 527 km route via Qazvin and the Iranian/Azerbaijan land border crossing at Astara would take 13 days and cost US$2 190 per TEU; a cross-border rail link is planned for the future. The 5 288 km route with a shipping connection from the Caspian Sea port of Amirabad in Iran to Baku in Azerbaijan would take 22 days and cost US$2 200, while the 5 205 km route via the Iranian port of Anzali and Baku would cost US$2 275.

Georgia and Azerbaijan have agreed to supply bogies for the break of gauge between the 1 520 mm gauge network and Iran’s 1 435 mm network, while Iran’s Ports & Maritime Organization has committed to completing a train ferry terminal with 2 km of railway and bogie-changing facilities at the port of Amirabad within six months.

Trans-Caspian transport route enters Europe

The Trans-Caspian International Transport Route continues to enlarge as Lithuania expressed its interest to join the promising project.

Ukraine and Lithuania have signed a memorandum of joining the Viking container train to the Trans-Caspian International Transport Route that will transport goods from China to Europe, Ukrainian media quoted Prime Minister Arseniy Yatsenyuk as saying on February 2.

He noted the need to cooperate with European partners on this issue.

“The fact that Lithuania has showed its interest and we've signed a preliminary memorandum of joining this New Silk Road with the Viking train means that as part of our cooperation with the European Union, as part of the implementation of the Free Trade Agreement not only Ukraine, Georgia, Azerbaijan, Kazakhstan and China will join the route, but also EU members. The Viking from Klaipeda will also receive a chance to ship its goods directly to China bypassing Russia," Yatsenyuk said

The combined transport train Viking has started running from 2003. The project participants include Ukraine, Belarus, Lithuania, Latvia and Bulgaria. The total length of the route from Ukrainian Ilyichevsk – Minsk (Belarus) – and Draugyste in Lithuania is 1,753 km.

Azerbaijan, Kazakhstan, Georgia and Ukraine signed a protocol on the establishment of competitive preferential tariffs for cargo transportation on the Trans-Caspian International Transport Route on January 14, 2016.

BP preparing Shah Deniz 3 project realisation

BP Azerbaijan has conducted a 3D seismological survey at the Azerbaijani Shah Deniz gas and condensate field to obtain data on possible realization of the third phase of the field’s development, Greg Riley, BP Azerbaijan vice-president for exploration and development, told reporters on February 4.

"The 2D seismic survey was conducted in the shallow waters around the Absheron Peninsula at a sea depth of more than 15 meters,” he said. “During this survey our contractor Caspian Geophysical also held 3D seismic survey on the Shah Deniz field through the Gilavar vessel.”

“This has allowed us to collect certain data on the opportunities of further development of the field,” he said. “The analysis of these data will begin in the fourth quarter of 2016.”

Riley said that this issue has not been a priority yet as the company has focused on the second phase of the field development.

“The interpretation of data for the third phase has not been a priority. However, we are constantly looking for the opportunities for the Shah Deniz field further development."

Earlier, BP expressed intention to continue cooperation on the third phase of development of the Shah Deniz gas field with SOCAR (the Azerbaijani State Oil Company).

Azerbaijan says it will host Formula 1 Grand Prix

Azerbaijan will host a Formula One Grand Prix for the first time next season in its capital Baku, continuing the oil-rich Caucasus nation's push into hosting major world sports events, the country's Youth and Sports Ministry said Thursday.

"Formula One will be held in Baku in autumn 2015," ministry spokeswoman Samaya Mammadova told The Associated Press, adding that "the final signing (of contracts) will be at the end of May."

Mammadova said the race will be held shortly after Baku hosts the inaugural European Games multi-sports event in June.

Baku has hosted sports-car racing on a street circuit every year since 2012. Mammadova declined to say whether the same city-center track would be used for the F1 race, saying only that the venue would be announced later this month.

Ukraine hopes to arrange regular cargo carriages via Trans-Caspian transport route from March

Ukraine hopes to establish regular cargo transportation via the Trans-Caspian transport route, despite the fact that the pilot train has reached the border of Kazakhstan with China for 17 days instead of 14 days.

Infrastructure Minister of Ukraine Andriy Pivovarsky has stated that a final protocol to settle all the technical problems and all bottlenecks will be signed in Baku closer to 20 January.

"And then we can say that since March this train will be able to go into normal business mode," Pivovarsky said.

Ukraine intends to use the Trans-Caspian transport route for deliveries to China and Central Asia to bypass Russia.

We should try to make a deal with Iran so we can connect Nahcivan with Azerbaijan over Iranian territory, im thinking about a rail/highway link from Turkey-Nahcivan-Iran-Azerbaijan, this way Nahcivan would be connected to mainland Azerbaijan and we would have a direct link between Azerbaijan and Turkey.

If I'm not mistaken, most of the imports to Nakhchivan from mainland Azerbaijan goes through Iran's territory, that has been the case from fall of USSR. Also a railway is already being constructed from Iran to Azerbaijan. It will give direct access to Azerbaijan to Persian gulf and Indian ocean and a land route for Iran to Russia and Georgia, win-win.

Azerbaijan can redirect to Iran part of oil exported via Russia

Azerbaijan can redirect to Iran a part of oil volumes exported via Russia to the European market, head of the State Oil Company of Azerbaijan (SOCAR) Rovnag Abdullayev said.

He made the remarks to the reporters on the sidelines of the International Petroleum (IP) Week forum in London, Russian media outlets reported.

Answering a question about the possibility of redirecting a part of oil volumes from Baku-Novorossiysk to Iran, Abdullayev said it could happen.

Abdullayev went on to add that redirecting oil volumes is a diversification and isn’t dangerous.

SOCAR exported 258 tons of oil via the Baku-Novorossiysk pipeline in January 2016, compared to 169,510 tons in January 2015.

President Aliyev to visit Iran

Azerbaijani President Ilham Aliyev will visit Iran in late February 2016, Mohsen Pak-Ayeen, Iran’s ambassador to Azerbaijan, told reporters Feb. 10. The visit will take place on the invitation of Iranian President Hassan Rouhani. The sides are expected to sign various documents during the visit.
