Economic corridor: Pakistan, China agree on four-layer security

Pakistan and China have agreed on a four-layer security plan for over 3,000km-long trade route that will connect the Gwadar port to China’s north-western Xinjiang province.

“We are going for a four-layer plan for the China-Pakistan Economic Corridor (CPEC), integrated with a new security policy,” said a senior security official, who attended a meeting in China last month. “An estimated 32,000 security personnel will guard over 14,321 Chinese workers engaged in some 210 small and mega projects in Pakistan.” Before this decision, a three-layer security plan was envisioned, he said.

The fresh plan of providing security to Chinese nationals includes over 500 Chinese security personnel for capacity-building of the newly-raised special force as well as local police to better guard the sensitive routes surrounding the port, added the official. “The Chinese are pretty much satisfied with the new security plan,” said CPEC Project Director Maj Gen (retd) Zahir Shah.

According to this plan, Balochistan would get more security, as six wings (5,700 personnel) of the Frontier Corps, 3,000 police constables and 1,000 Levies personnel would guard all the routes, disclosed an official at the Ministry of Interior. He said the Pakistan Marines and the border security forces would also guard the port and its adjacent routes.

More than 3,500 policemen, 900 Rangers, 4,100 private security guards and 740 Askari Guards would protect various projects linked to the economic corridor in Punjab, he said.

He said the military was setting up a special security force (nine battalions) comprising an estimated 12,000 personnel, who would be inducted into the special division to be headed by a serving major general.

Interior Minister Chaudhry Nisar has also suggested registration of Chinese nationals for their security. NADRA is evolving a new procedure for ensuring security of the Chinese nationals.

“NADRA would maintain the record of Chinese nationals residing in or visiting Pakistan, and would share its records with all the federal and provincial authorities of the country,” said an official spokesman for the interior ministry.

“For Pakistan, it is a do-or-die situation,” former chief of NACTA, Hamid Ali Khan said.

I have said it for some time. Pakistan is now virtually immune to any large scale foreign attack. The nuclear posture we maintain is enough to deter anybody including even USA which is why despitte having fallen foul of it many times they have not done a "Iraq" on us or even a "Syria" on us because they know if the Pakistani stare collapsed all those nukes would go into hands of warlords or TTP.

To put is bluntly anybody can attack Pakistan and they might even win but rrest assured the causalties would run into millions. Tell me which country in 21st century is up for that? NON.

Given this reality we need to reduce our regular army size. Few less tanks for example would do no harm to our security because rest assured those rusty tanks we have are not what holds the Indian hordes behind the Radcliffe line. It is the nukes. We just need to maintain small force.

Instead we need to shift massive numbers of men - say 150,000 over to Turkish style Jandarma.

The problem is Pakistan might be more or less impregnable from outside but from inside it is extremely fragile. Large parts of the country have bare state writ. This needs to change. The fact that we are raising entire divisions to guard Chinese is embarassing and should make every Pakistan introspect. Think about this. These are Chinese. Our most closest of friends. I see them every day in UK. There is no special protection unit for them in UK because they are safe.

The truth is they Chinese are not safe in UK. UK is safe. This any visitor or citizen enjoys the security provided by Her Majesties government. So here we have our friendfs the Chinese coming to Pakistan and we need to have 2.5 soldiers watching over every Chinese worker. Is it me who feels humiliated about this?

Don't tell me about RAW or Mossad. If that was the case Isreali or American would dare set foot in India because ISI would raise hell their through proxies and if it does not then it is incompetant. Why are we expected to accept that RAW can run amok in Pakistan but ISI can't run amok in India.

The real truth is we have a law and order problem in Pakistan. Yes a law and order problem. The state is weak as evidenced by a certain Mullah even setting up his own Caliphate in heart of Islamabad some years back. Can you imagine that happening in London?

So look at the Turkish example. I have had some experiance with Kurds here in UK. Trust me they are tough as they come. Solid guys with fire in them. Saladin was Kurd as we all know from history. 20 million Kurds live in Turkey ( in Pakistan context that would be nearly 65 million ) and look how they have been tamed. Yes they still cause trouble but considering they form 33% of Turkey and are some of the toughest people ( Chechens come tops in my book ) on earth living in mountains the Turkish state has done a remarkable job considering they even banned Kurdish and forced them to change to Turkic names. The Jandarma has been at the forefront of internal security.

In same way we need to go on a war footing inside Pakistan. similar to how Rangers have been cleaning Karachi ALL of Pakistan needs to be patrolled and brought under iron grip of the law. Then whenb we have internal security and safe environment for our own citizens any outsiders including Chinese will be safe.

This is the most critical thing Pakistan needs to do NOW.

We will not trust an Indian with a Chinese chicken on our soil, we know your intentions, your history, your record and the fact that you will never want to see a prosperous and powerful Pakistan next to you. We are not complaining because you are our enemy and that is what is exactly expected of an enemy, so we are just taking necessary precautions.

Think of CPEC as the final chance for Pakistan to prove the world it's capable of securing foreign investments on it's soil.
All eyes are on CPEC - if this project fails - forget about any major investment in Pakistan.

Well how about Nawaz do something to de-politicize the Police Department, re-equip them with modern tech & gadgets.... modernize them in all aspects & raise highly trained and equipped Counter-Terrorism Units & Anti-Riots Squads in all provinces and every city of Pakistan. Protecting every asset of Pakistan is not just Army's job, other law-enforcement agencies need to play their part too. CPEC is a great chance to change alot of things in Pakistan.

To protect Gawadar it is very important to secure & guard whole of Balochistan province, not only that, the province needs to be developed rapidly so that people can get proper education & jobs & like that extremism can be controlled easily.

Agree with both of you. In terms of doctrines, equipment/weaponry, budget effectiveness, Army is not suitable for such tasks.
