None of the Russian prop driven bomber uses/purposes exist in the modern world. Russia has satellites, is no longer our total advesary and we even share space missions with joint US/Russian astronaut crews.
Russia has huge infrastructure needs, not the least of which is better public housing, better hospials, more modern medical colleges.
There should be multiple railroad lines from Russia thru Siberia to the Pacific coast of Russia, Vladavostoc and other cities on Asian end of Russia.
There are already a goodly number of US-Russian student exchanges, but more would be healthy, both with the US and the res tof the educated world, Europe, Japan, Australia, etc.
1. While Russia would build another rail line on its far east. United States at this time will set its missiles on the western borders of Russia. In my opinion some do not match? So sometimes have to make difficult choices.
2. Before we talk about infrastructure development do not forget about the climate. Russia is the only civilization was created in such extreme conditions. Canada, Norway, Finland and Sweden can live very well, with four F-35 and 2 tanks at all. Their total population is about 35% of Russian. If they try to create a proportionate military arsenal to Russia. Two years later they will have nothing to eat.
a) Let us compare the banal housing (for clarity, private brick house). In the U.S., in most of the I can do wall thickness of 0.5 bricks (with increased load-bearing structures). In central Russia, I need to build such a structure with thick walls of brick 2-2.5 (otherwise I would freeze to death or to splurge on heating). Add to that the double windows, ceiling insulation, and other things. Add also the heating system.
c) Add the cost of heating this building for seven months a year.
So in all things (clothing, food, etc.).
