Ministers and PM are busy people, I wouldn't expect them to answer ASAP. Although for such a serious matter, maybe Erdogan immediately answered the call. So point 1 to Erdogan, let's say 5 minutes. The issue will be the delay in Erdogan taking a decision and authorizing it.
