Locate and track all their top leaders and armed cadres using drones. Use the NSG or RR in heliborne assaults near their positions. Both these forces have all the necessary expertise, and the NSG belongs to the home ministry anyway. RR is also exclusively raised for counter-insurgency roles, and has extensive experience in such operations. Why raise so many batallions of CRPF, when a few batallions of already existing forces can do this?
All the armed duties of the government should become less manpower intensive and more tech intensive, to save costs in the long run, and to finish it off quickly. One flight of surveillance drones and one squad of precisely inserted commandos/RR can do the work of hundreds of field policemen.
