DRDO seeks US $ 35 billion for next 5 year Plan period

Hyderabad, July 10:

The Defence Research and Development Organisation says it needs Rs 1.75 lakh crore in the 12th Plan period. It wants to diversify projects to increase contribution to the defence research of the country.

For the short term, the premier defence research body has identified five major focus areas – aeronautics, missiles, electronics, computer sciences and naval systems. It has prepared a ‘blueprint’ for its growth plans for 2012-17.


For 2012-13 the organisation, with a string of around 50 national laboratories, received an allocation of Rs 10,600 crore. This amounts to just around 5.5 per cent of the defence budget.

According to officials in the Defence Ministry, the research organisation had sought at least Rs 14,000 crore, which would be around 6-7 per cent of the defence budget. In comparison, Israel and the US spend around 16 per cent of their defence budget on research and development. Though the allocation for the current budget is a slight increase over last year’s allocation, in absolute terms it will be less, because the defence budget was bolstered substantially later in 2011-12. Ideally defence research should be getting 7-8 per cent of the defence budget.

There is need to invest more funds in basic research infrastructure and cutting edge technology development. At present major portions of the apex body’s budget goes towards salaries, strategic projects etc, leaving little for fundamental research and infrastructure.

The ‘blueprint’ has addressed these issues and identified the new areas of focus that will push up the efficiency of national labs. The DRDO says it needs at least 3,000 scientists in the next five years. However, given the economic conditions, the Government has given the go ahead for about 425 vacancies.

With attrition down in the last few years, the attractive pay structure and challenging projects are drawing bright youngsters to the laboratories. The challenge for the organisation would be to retain these qualified scientists in the long term and create the right environment for them to work, the officials said.

DRDO has done a great job where the missile programme is concerned. Congratulations! Other than that DRDO has not met timelines or delivery schedules of any of its major projects which are languishing miserably.

My humble suggestion to DRDO is speak less especially to the press but do more. No point in broadcasting to the world 5 or 10 years in advance about some super-duper project which is still on the drawing board while projects that have been ongoing for decades have not been delivered to the nation. Blowing your own trumpet is still childish even if it is part of psychological warfare. Enemies are not that easily fooled. Such declarations only give away future projects which may be in the pipeline. Enemies with enough capital, R&D facilities and other resources such as an active industrial espionage system could easily latch on the envisaged programme and make it long before we initiate it.

Lest DRDO is categorized as an empty barrel making a lot of incoherent noise, the less said the better.Secret, sensitive and strategic projects should remain as such until they are actually in service with the stakeholders.
 
$ 35 billion!!!!! what for, making interesting ppts & dreaming about future projects when present projects are dieing slowly but studily, thinking LCA mark 3 when mark 1 is also not inducted into IAF, thinking about stealth bombers but the only thing stealth is DRDO made weapons in the Indian armed forces.

DRDO big plan to get money again~~~~~~~~~~~~~~~
 
this is where the problem has been since inception of DRDO
first GOI won't provide the required funds to DRDO for R&D
n then drag it into almost all projects n then we people want them to perform wonders

just look at china's expenditure on Research, see their no. of research papers submitted every year

Right now Budget of DRDO is $2 Billion/Year.

This is the Situation.

Reorganization of DRDO is needed.

Sell Entire OFB ASAP. Disinvest 50% HAL to Mahindra and Tata Technologies.

pata nahi aise log kahan se aa jate hain aur bewaja comparison karte hain, bhai people are comparing india with china, your big daddy is making friendship with india due to this DRDO only,in asia only one country is there which can hit beijing that,s india which is with the help of DRDO only.

bro what can you expect from a third world country. we can't become america in just five or ten years.either we start copying as china or should we develop technology by some one else's help.i am completely satisfied with DRDO.i think we have the technology to build 10000+ icbm or ASAT but may be due to political will we can't

Yeah....but i want to join DRDO.............it will be a pleasure to serve my nation.

I want to go to research for defence........to make best medicines for our soildiers........but i have to wait for few years for completion of my 6 yr graduation
